HISTORIC COMMITTEE MEETING
City of Cibolo

MINUTES
1. Call to Order— Meeting was called to order by Chairman Mr. Merillat at 6:30 p.m.
2. Roll Call and Excused Absences- Members Present: Mr. Merillat, Ms. Casey, Ms. Womack, Mr.
Kennedy, and Ms. Tudyk. Members Absent: Ms. Blackmon, Ms. Falcon, and Ms. Kearns. Ms.
Kearns sent a message that she was unable to attend. Mr. Kennedy made the motion to excuse
the absence of Ms. Kearns. Motion was seconded by Ms. Womack. For: All; Against: None.
Motion carried 5 to 0.
3. Moment of Silence/Invocation — Mr. Merillat ask for a Moment of Silence.
4. Pledge of Alle iiaance — All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Historic Meeting that a citizen can address the Historic Committee.
It is the opportunity for visitors and guests to address the Committee on any issue to include agenda
items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting.
Historic Committee may not debate any non -agenda issue, nor may any action be taken on any
non -agenda issue at this time; however, the Committee may present any factual response to items
brought up by citizens. (Attorney General Opinion - JC -0169) (Limit of three minutes each.) All
remarks shall be addressed to the Committee as a body. Remarks may also be addressed to any
individual member of the Committee so long as the remarks are (i) about matters of local public
concern and (ii) not disruptive to the meeting or threatening to the member or any attendee. Any
person violating this policy may be requested to leave the meeting, but no person may be requested
to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is
livestreamed. If anyone would like to make comments on any matter regarding the City of
Cibolo or on an agenda item and have this item read at this meeting, please email
peimics(ii0xibolotx.eov or text 210-566-6111 before 5:00pm the date of the meeting.
There were no citizens that had signed up to be heard at this meeting.
6. Consent Agenda
A. Approval of the minutes of the April 14, 2023, Historic Committee Meeting.
Motion was made by Mr. Kennedy to approve the consent agenda. Motion was seconded by
Ms. Tudyk. For: All; Against: None. Motion carried 5 to 0.
7. Discussion / Action
A. Discussion on Time Capsule.
The committee talked about the Time Capsule. Ms. Cimics did inform the group that there
currently is a Time Capsule buried in the front of the City Hall not far from the flag poles. The
City did not keep a list of the items that were placed in the capsule. There was no plaque placed
at the site and it was buried in 2019 or 2020. Ms. Cimics and Alex Gonzalez will be digging
this capsule up in the next few months. Mr. Merillat stated that he would like to be present
when this is done. This item will be place on the next agenda to talk more about what the
committee would like to see in a Time Capsule.
B. Discussion on any Historic Committee activities for the FY 22-23 or 23-24.
The committee talked about National Night Out in October, Market Days, Cemetery Walk in
November. This item will continue to be on all agendas.
C. Discussion on the Historic Pamphlet.
Mr. Merillat is working on the Pamphlet. He has done some work at the Guadalupe County
Office and will try and work on write-ups for buildings. This item will continue to be on all
future agendas.
8. Future agenda items and date of next meeting — Ms. Casey would like to see Goals and Objectives
placed back on the agenda.
9. Adjournment — Motion was made by Mr. Kennedy to adjourn the meeting at 7:31 p.m. Motion
was seconded by Ms. Womack. For: All; Against: None. Motion carried 5 to 0.
