1. Call to Order — Meeting was called to order by Chairman Ms. Zimmermann at 6:37 p.m.
2. Roll call and Excused Absences — Members Present: Ms. Zimmermann, Ms. Garcia, Ms.
Fishback, Mr. Hinze, and Ms. Hubbard; Members Absent: Ms. Greve, Ms. Beaver, and Mr.
Garrison. Motion was made by Mr. Hinze to excuse the absence of both Ms. Greve and Ms. Beaver.
Motion was seconded by Ms. Hubbard.
3. Invocation — Moment of Silence — Invocation was given by Mr. Hinze.
4. Pledee of Alleeiance — All in attendance recited the Pledge of Allegiance.
5. Public Hearine
A. The City of Cibolo Planning and Zoning Commission and City Council will hold a public
hearing to hear public testimony regarding a variance for Sec. 18.2.H.5 of the UDC to
reduce the required 60 feet right-of-way lot frontage to 51 feet for certain real property
located at 1809 Green Valley Road.
This item was briefed by staff. Ms. Zimmermann opened the public hearing at 6:40 p.m.
No one wish to speak on this item and Ms. Zimmermann closed the public hearing at 6:40
p.m.
B. The City of Cibolo Planning and Zoning Commission and City Council will hold a public
hearing to hear public testimony regarding a variance for 504 Pfeil Road to eliminate the
requirement for sidewalks per Sec. 18.17.A of the UDC.
This item was briefed by the Planning Staff. Ms. Zimmermann opened the public hearing
at 6:41 p.m. The following individuals spoke on this item. Mr. Trisch stated that he never
informed of a petition that could be signed by neighbors that didn't want a sidewalk. He
also said that no one else has had to put in a sidewalk in this area. Mr. Sippel was in favor
of the variance. He said that a sidewalk in this area would interfere with his brick wall. Ms.
Zimmermann closed the public hearing at 6:45 p.m.
C. The City of Cibolo Planning and Zoning Commission and City Council will hold a public
hearing to hear public testimony regarding a rezone for 1442 Haeckerville Road from the
current zoning of Low Density Single -Family Residential (SF -2) District to Agricultural -
Homestead (AG) District.
Staff briefed that this item had been withdrawn. The public hearing still needed to be held
as it had been advertised. Ms. Zimmermann opened the public hearing at 6:46 p.m. No one
wish to speak, and Ms. Zimmermann closed the public hearing at 6:46 p.m.
D. The City of Cibolo Planning and Zoning Commission and City Council will hold a public
hearing to hear public testimony regarding a rezone for 143.059 acres of Property ID
#63802, located at the corner of Town Creek Road and Weidner Rd, extending up to Green
Valley Road, from the current zoning of Low Density Single -Family Residential (SF -2)
District to Medium Density Single -Family Residential (SF -4) District.
Staff briefed this item to the P&Z members. Ms. Zimmermann opened the public hearing
at 6:46 p.m. The following individuals spoke on this item. Mr. Rush was opposed to the
rezoning. He felt that reducing from SF -2 to medium density would reduce the cost of
surrounding properties. Mr. Rush also stated that if rezoned the homes would be prone to
be rental properties. Ms. Ashe opposed the rezoning to medium density. She stated that
most of this property is in the flood plain and didn't think you could build in that area. Ms.
Ashe wanted to know how it would affect the Tolle property. This development will also
affect the wildlife. Mr. Hicks read an email from Ms. Ramos. She opposed the rezoning as
there is already to much development. Ms. Fishman stated she was concerned about the
change of zoning. She said we already have to much development. There is no place for
the wildlife any more. Ms. Simpson opposed the rezoning as she has concerns over
flooding. She is also concerned about safety. Mr. Schlather stated that the family has been
on this land for 160 years and plan on staying on the property. He also stated that the flood
plain would not be affected by this zoning change. Mr. R. Hinze stated that his
Grandparents Ernie and Sylvia Schlather lived on this property. The family plan on
retaining 30 acres and will live on this property. We have been very selected on who would
develop the property. Property across was recently rezoned SF -4. Mr. Bush wanted to know
why it couldn't be developed as it is. Ms. Burns stated it would be a flooding and
infrastructure problem. The wildlife would also be affected. Ms. Zimmermann closed the
public hearing at 7:08 p.m.
E. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear
public testimony regarding an amendment to Article 20 of the Cibolo Unified Development
Code (UDC) amending the requirement to platting for 5+ acre properties within an
Agriculture -Homestead (AG) District.
Staff briefed this item to the P&Z Commission. Ms. Zimmermann opened the public
hearing at 7:11 p.m. The following individuals spoke on this item. Mr. Hicks stated that
gifting of property to family members the State allows this to happen, but the Cibolo UDC
does not. We need to change the UDC. Mr. Harper stated that legacy land should stay in
the family. The cost to re -plat and put in fire hydrant is just too costly. Ms. Zimmermann
closed the public hearing at 7:14 p.m.
6. Citizens to be Heard
This is the only time during the Meeting that a citizen can address the Commission. It is the
opportunity for visitors and guests to address the Commission on any issue to include agenda items.
All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. The
Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda
issue at this time; however, the Commission may present any factual response to items brought up
by citizens. (Attorney General Opinion - JC -0169) (Limit of three minutes each.) All remarks shall
be addressed to the Commission as a body. Remarks may also be addressed to any individual
member of the Commission so long as the remarks are (i) about matters of local public concern and
(ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating
this policy may be requested to leave the meeting, but no person may be requested to leave or forced
to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. If anyone

Mr. Hinze made the motion to approve the consent agenda. Motion was seconded by Ms.
Hubbard. For: All; Against: None. Motion carried 5 to 0.
8. Discussion/Action Items
A. Discussion/Action and Recommendation to the Mayor and City Council regarding the
Final Plat of QuikTrip 4050.
Ms. Zimmermann made the motion to Recommend approval to the Mayor and City Council
regarding the Final Plat of QuikTrip 4050. Motion was seconded by Ms. Garcia. For: All;
Against: None. Motion carried 5 to 0.
B. Discussion/Action and Recommendation to the Mayor and City Council regarding the
Preliminary Plat of Homestead Unit 1.
Mr. Hinze made the motion to Recommend approval to the Mayor and City Council
regarding the Preliminary Plat of Homestead Unit 1. Motion was seconded by Ms.
Zimmermann. For: All; Against: None. Motion carried 5 to 0.
C. Discussion/Action and Recommendation to the Mayor and City Council regarding the
Preliminary Plat of Homestead Unit 2.
Mr. Hinze made the motion to Recommend denial to the Mayor and City Council regarding
the Preliminary Plat of Homestead Unit 2. Motion was seconded by Ms. Garcia. For: All;
Against: None. Motion carried to deny by 5 to 0.
D. Discussion/Action and Recommendation to the Mayor and City Council regarding a
variance for Sec. 18.2.11.5 of the UDC to reduce the required 60 feet right-of-way lot
frontage to 51 feet for certain real property located at 1809 Green Valley Road.
Ms. Garcia made the motion to Recommend approval to the Mayor and City Council

Ms. Zimmermann made the motion to Recommend Denial to the Mayor and City Council
regarding the Preliminary Plat of Barsalou Estates. Motion was seconded by Ms. Garcia.
For: All; Against: None. Motion carried 5 to 0.
F. Discussion/Action and Recommendation to the Mayor and City Council regarding a
variance for 504 Pfeil Road to eliminate the requirement for sidewalks per Sec. 18.17.A of

Ms. Zimmermann made the motion to Recommend Denial to the Maor and City Council
regarding a variance for 504 Pfeil Road to eliminate the requirement for sidewalks per Sec.
18.1 TA of the UDC and for the applicant to pursue the option of an escrow account for the
sidewalks. Motion was seconded by Ms. Hubbard. For: All; Against: None. Motion carried
to DENY 5 to 0.
G. Discussion/Action and Recommendation to the Mayor and City Council regarding a rezone

and Ms. Fishback. This item had a 2 to 2 vote.
9. UDC, CIP, Master Plan and Staff Updates
Ms. Lee gave an update that there have been several site plans and plans in the review process. Ms.
Lee also informed them on several P&Z items that went to council. Ms. Lee also informed the
Commission on training opportunities with AACOG. This training is not mandatory but does give
a lot of information. Ms. Lee also notified the Commission of a change for the November meeting
as it will be changed from November 8 to November 15 to meet the shot clock.
