Ord 514 9/12/2000ORDINANCE NUMBER 514 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS ESTABLISHING THE WATER USE REDUCTION STAGES OF THE DEMAND MANAGENINT PLAN. THIS ORDINANCE REPLACES ORDINANCE 472, PART 3 TABLES 1 AND 2, SIGNED 25 JUNE 1996. As of the date of the signing of this Ordinance the City of Cibolo will institute the following restrictions on landscape watering within the City Limits. Definition of Conservation Stages: Stage I water restrictions begin when the "J-17' (Ft Sam Houston) test well of the Edwards Aquifer reaches 650 ft. msl Stage II water restrictions begin at 640 ft. msl Stage III water restriction begin at 630 ft. msl Landscape Watering during any of the Conservation Stages, by irrigation system or sprinkler, is permitted on the following days based on the last number of the street address. Landscape watering is further restricted as set forth below under "Conservation Measures required by Stages". House Number ending in 0 or 1 Monday ending in 2 or 3 Tuesday ending in 4 or 5 Wednesday ending in 6 or 7 Thursday ending in 8 or 9 Friday Conservation Measures required by Stages: Stage I a. Waste of water is prohibited b. Landscape watering with an irrigation system or sprinkler is permitted only between the hours of 8:00 P.M. and 10:00 A.M. c. Washing impervious covers such as parking lots, driveways, streets or sidewalks is prohibited. d. Watering with hand-held hose, soaker hose or drip irrigation is not restricted. e. Landscape watering for new landscapes is permitted until plants are established, or for two weeks from planting, whichever is sooner. Stage II a. All restrictions from Stage I and; b. Watering with hand-held hose, soaker hose or drip irrigation is permitted only after 8:00 P.M. and before 10:00 A.M. c. Landscape watering for new landscapes is permitted,until plants are established, or for two weeks from planting, whichever is sooner. Stage III a. All restrictions from Stages I and II and; b. Landscape watering with an irrigation system or sprinkler is permitted during the hours of 3:00 A.M. until 7:00 A.M. and 8:00 P.M. until 11:00 P.M. c. Watering with a hand-held hose, soaker hose or drip irrigation is permitted to maintain trees, shrubs and other ornamental plants between the hours of 3:00 A.M. and 7:00 A.M d. No installation of new landscaping Violation of any of the above restrictions will result in a fine not to exceed $50.00 per occurrence. There will be no warning citations issued. Signed, thisyj of May, 2000 Sam Bauder Mayor ATTES en Roberts City Secretary r., AMENDMENT NUMBER ONE TO CIBOLO CITY ORDINANCE NUMBER 514 AN AMENDMENT TO THE WATER USE REDUCTION STAGE ORDINANCE TO IMPLEMENT THE PROHIBITION OF ALL LANDSCAPE SPRINKLERS DURING REDUCED FLOW OF THE COMAL SPRINGS. SPECIFICALLY, WHEN THE SPRING FLOW DROPS BELOW 150 CUBIC FEET PER SECOND THE BAN IS IN EFFECT. As the signing of this Amendment one to Cibolo City Ordinance 514, the following restriction is in effect on all sprinkler systems within the City Limits. Conditions Requiring Sprinkler Ban: 1. The United States Geological Survey declares the spring flow at the Comal Springs is at or below a flow of 150 cubic feet per second, and 2. The Edwards Aquifer Authority confirms the 150 cubic feet per second flow rate and announces the ban in the San Antonio Express Newspaper (Paper of Record a/o Circulation). 3. Ban will remain in effect until the City is notified, in the same manner as the ban was announced. 4. Hand-held watering of landscape will be in accordance with Stage H, item b. 5. The single exception shall be to water the athletic field at Dobie School. For the safety of the students, watering will be limited to one time per week after 8:00 P.M. and not after 8:00 A.M. on Wednesday. Additionally, there must be a minimum of a 20% reduction in water usage from the School's previous metered consumption. No other watering will be allowed. Violation of this sprinkler ban will result in a fine not to exceed $50.00 per violation. There will be no warning citations issued. Signed this 120' day of September 2000. FROM: Robert Lehnhoff Due to the drought conditions and the movement towards Stage III watering restrictions, we are requesting your help and guidance. During the summer months of July and August we have been following the SAWS Plan for watering of non -conforming athletic fields in Stages I and 11. (Section XI: Athletic Fields). This came about after discussions and recommendations by Calvin Finch. Director of'Conservation at SAWS. Stage ITT once again calls for not watering between 10:00 AM and 8:00 PM. It also states the use of not more than 85% of the metered amount for that corresponding nionth for athletic fields that arc not equipped with CCIS may be used In Stage III our intentions are to cutback watering to once a week on the Dobie Field. This would be a 50% cutback from Stage II_ We feel that we can keep the field alive and safe for our student's use. This would also more than meet the guidelines provided by SAWS. As athletic director I feel our concern is not about politics or money, it is about the safety of our students. I hope that this will meet the approval of the Cibolo City Council.
