Min P&R 5/3/2023PARKS AND RECREATION COMMISSION MEETING City of Cibolo 200 S. Main Street May 3, 2023 6:30 PM -8:30 PM MINUTES 1. Call to Order — Meeting was called to ordered by the Chairman Mr. Benigno. 2. Roll Call — Members Present: Mr. Benigno, Mr. Zawicki, Ms. Bruce, Mr. White, Mr. Hicks, and Ms. Hubbard. Members Absent: Ms. Tudyk and Ms. Dodd. Mr. Zawicki made the motion to excuse both Ms. Dodd and Ms. Tudyk. Motion was seconded by Mr. Hicks. For: All; Against: None. Motion carried 6 to 0. 3. Moment of Silence/Invocation — Mr. Benigno asks for a Moment of Silence. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Parks and Recreation Commission Meeting that a citizen can address the Commission. It is an opportunity for visitors and guests to address the Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. Parks and Recreation Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, the Commission may present any factual response to items brought up by citizens. (Attorney General Opinion - JC - 0169) (Limit of three minutes each.) All remarks shall be addressed to the Commission as a body. Remarks may also be addressed to any individual member of the Commission so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. The following individual spoke at Citizens to be Herd. Mr. J. Hicks spoke on fundraising. Mr. J. Hicks also informed the committee that the National Day of Pray is tomorrow and there will be a ceremony at the YMCA in Schertz. 6. Consent Agenda A. Approval of the minutes from the April 5, 2023, meeting. This item was tabled until the next meeting. 7. Discussion A. Discussion/Direction on FY 2023 budget and events/volunteers. B. Discussion/Direction on FY 2023 City events. Item A and Item B were discussed at the same time. The committee talked about events remaining in the budget for this year. Mr. Craighead stated that on May 19th the City has Summer Nights and the theme is touch a truck. We still have Market Days and the next one is scheduled for May 27th. Volunteers are always needed at these events. C. Discussion/Recap Master Planning Committee meeting. Master Plan Committee will meet tomorrow (May 4th). This item will be brought back to the committee at each meeting to hear from the Parks representative on what is being discussed. D. Discussion on the Brick Program. Mr. Zawicki briefed this item to the committee. The bricks cost $19.50 each. Recommended that we only allow two colors, and we limit the bricks to veterans only. The first 90 days bricks will be priced at $40.00 after that the price will be raised to $50.00. The group talked about the order form and payment. This item will be a recurring item on each Parks Agenda. E. Discussion/Update on Videography Contest. Ms. Hubbard had a sheet that she passed out to all the members on guidelines, benefits, and who the contest was open to. The committee went over all the items and made some recommendations. The purpose of the videographer contest is to showcase Cibolo's Parks during National Parks and Recreation Month in July. The overall goal is to capture the City of Cibolo's Parks natural landscape, accommodations, and facilities. The contest will be open to all Cibolo High School, Home Schoolers, and Private Schools 23A" graduates and below. Video length will be a minimum of 30 seconds and no longer than 2 minutes, Drone footage will be permitted. Submission dates will be June 1 ha to June 30th. Judging will take place the month of July. This item will be back on the agenda for June. F. Discussion/Update from subcommittees: a. Niemietz Park Land Swap — Land Swap Committee talked about items that should be in the park or who many things they want to keep in Niemietz Park when and if it is moved. EDC also talked about doing a survey. This item will be reoccurring on each agenda until the Land Swap Committee is completed. b. Community Outreach — Mr. Benigno stated that he was working on the logo. c. Park Renovations — This will be on the next agenda. G. Discussion on a neighborhood softball league. — This item was tabled. H. Discussion on Frisbee Golf. This item was tabled until the next meeting. 8. Set a Date and Time for Next Meeting — The City Secretary briefed the committee that City Hall will be closed starting in June for approximately 6 months. Meetings will be held every other month during this time frame. Mr. Benigno will notify the City Secretary if the next meeting will be either in June or July. The meeting will be held at the City Hall annex building at 210 Loop 539. 9. Future Agenda Items — Returning items. 10. Adioumment — Mr. Hicks made the motion to adjourn the meeting at 7:11 p.m. Motion was seconded by Mr. Zawicki. For: All; Against: None. Motion carried 6 to 0.
