1. Call to Order — Meeting was called to order by Ms. Zimmermann at 6:32 p.m.
2. Roll call and Excused Absences — Members Present: Ms. Zimmermann, Ms. Garcia, Mr. Cooper,
Ms. Beaver, and Mr. Hinze. Members Absent: Mr. Garrison, Ms. Greve, and Ms. Hubbard. Ms.
Greve and Ms. Hubbard sent an email to be excused from the meeting. Ms. Garcia made the motion
to excuse the absence of both Ms. Greve and Ms. Hubbard. Motion was seconded by Mr. Hinze.
For: All; Against: None. Motion carried 5 to 0.
3. Invocation — Moment of Silence — Mr. Hinze gave the Invocation.
4. Pledee of Alleeiance — All in attendance recited the Pledge of Allegiance.
5. Public Hearine
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear
public testimony regarding a variance request, from UDC 17.1 (L), to reduce the 15'
landscaping buffer requirement between Main Street and the proposed off-street parking
or vehicular area, for certain real property located at 508 N. Main Street.
Chairman Ms. Zimmermann opened the public hearing at 6:37 p.m. The following
individuals spoke: Patrick Jackson ask for a 5 ft easement. Sandra Kearns also spoke on
the variance and thought that it was over the amount of what the city was requesting. Ms.
Zimmermann closed the public hearing at 6:39 p.m.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear
public testimony regarding a rezoning for 5.2 acres (Property ID# 144902) located near the
intersection of Dobie Boulevard and West Borgfeld Road, from the current zoning of Low
Density Single -Family Residential (SF -2) to Community Retail/Services (C-2).
Ms. Zimmermann opened the public hearing at 6:42 p.m. The following individuals spoke
on this item. Freda Talleur spoke on the congestion in this area already. Kara Heasley
concerned was live music and possible alcohol in this area. She also stated it was out of
character for this neighborhood. Marsha Heck stated that it already takes her 30 minutes to
get out of her street. She also stated that cars speed all the time and commercial is taking
away all the homes in this area. Ms. Zimmermann closed the public hearing at 6:46 p.m.
C. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear
public testimony regarding a rezoning for 38.43 acres (Property ID# 69842) located at the
Northwest intersection of FM 1103 and Orth Avenue, from the current zoning of
Neighborhood Commercial (C-1) to Multi -Family (MF -1).
Ms. Zimmermann opened the public hearing at 6:48 p.m. The following individuals spoke
at this public hearing. Donald Schaezler states he shares the fence line and opposes this
rezoning as it would put more stress on the bird sanctuary. He also stated there could be
increased damage because of run-off. Susan Schaezler shares the same fence line. There
are many endangered species on their property and this zoning would affect the sanctuary.
Anna Miraz opposes the rezoning. They have a peaceful area, and the traffic is already very
bad on FM 1103. Todd Friesenhahn stated Foxbrook Way to direct cars to FM 1103 would
be a disaster. His mom's property already has drainage issues. Leave the zoning at C-1.
Rachael Tets stated that traffic is already terrible, and schools are overcrowded. Christi
Edison states that her kids can play in the front yard and views are amazing. She would not
want to lose this. Traffic would also increase. Jackie Baer states she understands the traffic
on FM 1103. She also states that these homes would give the elderly a place to live or
people visiting the area a place to stay for an extended time. Juan Perez says the developer
states that they want to be a good neighbor. He wanted to know why the city can't buy the
property and turn it into a park or give the property to the bird sanctuary. Renter properties
next to $500,000 homes makes no sense. Scott Springer stated this area is residential put
commercial makes more sense. Ms. Zimmermann closed the public hearing at 7:15 p.m.
D. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear
public testimony regarding an ordinance amending UDC Article 4 "Zoning Regulations"
Section 4.7.4.4 "Old Town Mixed Use Overlay District Regulations" and adding a new
section 4.7.4.4.4 "Nonconforming residential structures and lots" to establish special non-
conforming structure ("grandfathering") legislation customed-tailored for the effected
properties that were reclassified by Ordnance 1395.
Ms. Zimmermann opened the public hearing at 7:20 p.m. No one wish to speak on this
item. Ms. Zimmermann closed the public hearing at 7:20 p.m.
6. Citizens to be Heard
This is the only time during the Meeting that a citizen can address the Commission. It is the
opportunity for visitors and guests to address the Commission on any issue to include agenda items.
All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. The
Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda
issue at this time; however, the Commission may present any factual response to items brought up
by citizens. (Attorney General Opinion - JC -0169) (Limit of three minutes each.) All remarks shall
be addressed to the Commission as a body. Remarks may also be addressed to any individual
member of the Commission so long as the remarks are (i) about matters of local public concern and
(ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating
this policy may be requested to leave the meeting, but no person may be requested to leave or forced
to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. Hanyone

The following individuals signed up to speak during this item. All those that signed the sign-up
sheet had already spoke during the public hearings and did not wish to speak again. The City
Secretary read the following emails that were sent in earlier today for this meeting. Jon Baker is
against item 5C, adding additional farm houses. Alisson Cobos is against the proposed rezoning of
the area located at the intersection of FM 1103 and Orth Avenue. She states it is out of character
for the neighborhood. It will also bring safety issues and more noise. Sharon Fumia opposes the
rezoning for multi -family development. This type of development will affect the residents that live
there. There could be an intrusion of privacy, increase traffic and the coming and going of over 144
people at all hours. Devin McCants is opposed to the rezoning for item 5C. She states that the
development may be a good idea, but it has not been planned out well. No neighborhood or
residential plan or commercial site should have to open into another neighborhood like this one
will. Increase in traffic will increase and traffic will be a nightmare. Jeff McGlothin opposes the
rezoning as apartments or multi -family is bad for Cibolo. Cibolo struggles to fund the infrastructure
we need for the citizens we already have. More population influx, more traffic, doesn't sound
appealing to anyone. He has nothing against people that live in apartments, but they typically have
no vested interest in the city. Rich and Shana Simpson strongly oppose the rezoning from C-1 to
MF -1. This would harm the surrounding neighborhoods. Increase traffic and overburden of the
schools would be a problem. Robbie Berg stated that she was against rezoning. She stated that
Wobbler Woods and other smaller green spaces left in this area need to be protected. Ellen Boyers
was also against the development north of Foxbrook and FM 1103. She was against it because of
additional air pollution, road degradation from the extra traffic, over burden of the school system,
and inadequate electrical grid that hasn't been upgraded to handle the homes currently on their grid.
Bob Hicks states that it appears that Cibolo has abandoned all efforts to control density. Borgfeld
Rd has four multi story residential buildings situated between FM -3008 to Living Way. On of these
located in Schertz and three in Cibolo. Traffic congestion is already a problem and will only get
worse. Evan Slatis opposes the multifamily development north of the Foxbrook subdivision.
Sammy Villela opposes the multifamily development north of Foxbrook that is currently proposed.
His main reason opposing the zoning change is flooding in an area with only two major
thoroughfares with hundreds more vehicles, especially on FM 1103, which is already a nightmare.
Meagan Allen opposes the rezoning regarding multifamily north or Foxbrook. Traffic is already a
problem and schools are practically busting at the seams. She states it does not make sense to place
a community of rental properties right next to a subdivision of half million dollar plus homes.
7. Consent Agenda
•A. Approval of the minutes from the May 10, 2023, P&Z Commission meeting.
B. Approval of the minutes from the May 24, 2023, P&Z Commission meeting.
Ms. Garcia made the motion to approve the consent agenda. Motion was seconded by Ms.
Beaver. For: All; Against: None. Motion carried 5 to 0.
8. Discussion/Action Items
A. Discussion/Action and Recommendation to the Mayor and City Council regarding the
Final Plat of Venado Crossing Subdivision Unit 4.
Ms. Garcia made the motion to recommend to the City Council approval of the Final Plat
of Venado Crossing Subdivision Unit 4 with the condition that the signature blocks for the
Chair and Vice Chair are added prior to consideration by City Council. Motion was
seconded by Mr. Cooper. For: All; Against: None. Motion carried 5 to 0.
B. Discussion/Action and Recommendation to the Mayor and City Council regarding the
Final Replat of Cibolo Valley Ranch Subdivision Unit 1.
Ms. Zimmermann made the motion to recommend to City Council approval of the Final
Replat of Cibolo Valley Ranch Subdivision Unit 1 with the condition that the plat name be
updated to reflect tht it is a replat and adding the signature of the chair prior to consideration
by City Council. Motion was seconded by Ms. Garcia. For: All; Against: None. Motion
carried 5 to 0.
C. Discussion/Action and Recommendation to the Mayor and City Council regarding the
Preliminary Plat for FM 78 — John Subdivision.
Mr. Mnze made the motion to recommend denial to the City Council regarding the
Preliminary Plat for FM 78 — John Subdivision as additional documentation was needed.
Motion was seconded by Mr. Cooper. For: All; Against: None. Motion carried 5 to 0.

9. UDC, CIP, Master Plan and Staff Updates
Ms. Lee informed the P&Z members that Grant Fore the new Planner II has started and that the
Senior Planner Eric Spencer will start on June 26. She also informed the commission that she is
working on additional training and that Ms. Cimics is working with the City Attorney on Ethics
Training.
