Main Cibolo, Texas 78108 May 16, 2023 6:30 p.m. MINUTES Call to Order — Meeting was called to order at 6:31 p.m. 2. Roll Call and Excused Absences — Members Present: Mayor Allen, Councilman Benson, Councilman Roberts, Councilman Mahoney, Councilwoman Cunningham (arrived 6:38 p.m.), Councilman Hetzel, and Councilman Hicks. 3. Invocation — Invocation was given by Councilman Hicks. 4. Pledge of Allegiance — All those in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. City Council may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, City Council may present any factual response to items brought up by citizens. (Attorney General Opinion — JC -0169) (Limit of three minutes each.) All remarks shall be addressed to the Council as a body. Remarks may also be addressed to any individual member of the Council so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. If anyone would like to make comments on any matter regarding the City of Cibolo or on an agenda item and have this item read at this meeting, please emailycimics(d.cibolotx.eov and vchaomanna.cibolotx.eov or telephone 210-566-6111 before 5:00 pm the date of the meeting. Ms. Latimer spoke during this item. She spoke on the rezoning of the properties on Main Street. Ms. Latimer stated that those properties have an issue with getting out or in to their homes because of the traffic. She suggested a J -Sling or circular driveway. Ms. Latimer talked about a matching fund possible with the EDC as with do have grants that are available each year. Ms. Latimer also spoke on the developer and some misinformation that was given out at the last P&Z meeting. She spoke on the width of the street and how the developer stated it was 86 ft. wide but it is actually less than 60 ft. She would also like to have a traffic study dome in that area. 6. Canvassing the Ballots The City Secretary read the returns for the City of Cibolo Special Election held on May 6, 2023, as provided by the Guadalupe County Election Administrator Lisa Hayes. The votes were as followed: Absentee Early Voting Election Day Total Percentage Shari McDaniel 0 39 18 57 10.34% Jeff McGlothin 4 143 34 181 32.85% Norma Sanchez Stephens 6 181 96 283 51.36% Joe Potts 0 22 8 30 5.44% With over 50.1 % of the votes Norma Sanchez Stephens was elected to fill the District 5 seat for the remaining term. Resolution A. Approval/Disapproval of a Resolution of the City of Cibolo canvassing the returns and declaring the results of the Special Election held on May 6 to elect the District 5 Councilmember. Councilman Hicks made the motion to approve a Resolution of the City of Cibolo canvassing the returns and declaring the results of the Special Election held on May 6 to elect the District 5 Councilmember. Motion was seconded by Councilman Roberts. A roll call vote was taken. Councilman Benson — Yes, Councilman Benson — Yes, Councilman Mahoney — Yes, Councilwoman Cunningham — Yes, Councilman Hetzel — Yes, and Councilman Hicks — Yes. Motion carried 6 to 0. 8. Adioumment — Councilman Hicks made the motion to adjourn the meeting at 6:38 p.m. Motion was seconded by Councilman Roberts. For: All; Against: None. Motion carried 6 to 0.
