Call to Order — Meeting was called to order by the Vice Chairman Ms. Greve at 6:33 p.m. 2. Roll call and Excused Absences — Members Present: Ms. Greve, Mr. Rayl, Ms. Garcia, Mr. Garrison, Ms. Beaver, Mr. Hinze, and Ms. Hubbard. Members Absent: Ms. Zimmermann and Mr. Cooper. Ms. Greve made the motion to excuse the absence of Ms. Zimmermann and Mr. Cooper. Motion was seconded by Mr. Rayl. For: All; Against: None. Motion carried 7 to 0. 3. Invocation or Moment of Silence — Invocation was given by Mr. Hinze. 4. Pledee of Alleeiance — All in attendance recited the Pledge of Allegiance. 5. Public Hearines A. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear public testimony regarding a rezoning of the following properties: 615 N Main Street, 613 N Main Street, 611 N Main Street, 609 N Main Street, 607 N Main Street, 605 N Main Street, 603 N Main Street, and 601 N Main Street, 599 N Main Street, 597 N Main Street, 595 N Main Street, 593 N Main Street, and 101 Buffalo Trail, from the current zoning of High Density Residential (SF -6) to Community Retail/Service (C-2). This item was postponed until May 10, 2023, Planning and Zoning Meeting. Due to the public hearing being published in the newspaper the Planning and Zoning will hear from any citizen that would like to speak on this item. The following individuals spoke on this item: Ms. Dicarlo and Mr. Dicarlo spoke in opposition to the rezoning of the properties on Main Street. They want to have a peaceful environment not to have to put up with constant noise, traffic, crime, and additional drainage issues. They also talked about a ten -foot wall for sound barrier and compensation for living near commercial. Ms. Latimer was also concerned about the flooding. She was concerned about how the Lomar and Colmar will affect these properties. Ms. Latimer also stated that none of the other businesses in the city back up residential. She also states that developers should invest in a land study. Ms. Hood opposed the rezoning of the homes on Main Street. She has lived in her home for 27 years and does not want unwanted pests or noise. Ms. Woody opposed the rezoning as she felt that this would cause additional flooding issues. She also felt that prices of homes would go up and so would taxes. Mr. Hood opposed the rezoning due to resale values, rodents, trash, and noise. He also stated who would want to buy a home with a ten -foot wall behind them. 6. Citizens to be Heard This is the only time during the Meeting that a citizen can address the Commission. It is an opportunity for visitors and guests to address the Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. The Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, the Commission may present any factual response to items brought up by citizens. (Attorney General Opinion - JC -0169) (Limit of three minutes each.) All remarks shall be addressed to the Commission as a body. Remarks may also be addressed to any individual member of the Commission so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. The following individuals spoke at citizens to be heard - Ms. Jennings spoke on the rezoning of homes on Main Street and wanted to know what they planned to build. Mr. Hood wanted to know the difference between Cl and C2 zoning. Ms. Latimer stated that the FLUM was staff directed change. Ms. Blau talked about property values and taxes. Mr. Harker stated he was not against growth and also wanted to know why signs have been removed from several of the homes. 7. Consent Aaenda A. Approval of the minutes from the March 8, 2023, P&Z Commission Meeting. Ms. Garcia made the motion to approve the consent agenda. Motion was seconded by Mr. Garrison. For: All; Against: None. Motion carried 7 to 0. 8. Discussion/Action Items A. Discussion/Action and Recommendation to the Mayor and City Council regarding a rezoning of the following properties: 615 N Main Street, 613 N Main Street, 611 N Main Street, 609 N Main Street, 607 N Main Street, 605 N Main Street, 603 N Main Street, and 601 N Main Street, 599 N Main Street, 597 N Main Street, 595 N Main Street, 593 N Main Street, and 101 Buffalo Trail, from the current zoning of High Density Residential (SF -6) to Community Retail/Service (C-2). This item was pulled from the agenda and not discussed. B. Discussion/Action and Recommendation to the Mayor and City Council regarding a painted wall sign permit application located at 275 Pfeil Road. Ms. Greve made the motion to recommend to the City Council approval regarding a painted wall sign permit application located at 275 Pfeil Road. Motion was seconded by Ms. Beaver. Discussion/Action and Recommendation to the Mayor and City Council regarding the Final Plat of Homestead Units 13 & 14 Ms. Greve made the motion to recommend to the City Council approval regarding the Final Plat of Homestead Units 13 & 14. Motion was seconded by Mr. Garrison. For: All; Against: None. Motion carried 7 to 0. 9. UDC, CII', Master Plan and Staff Updates — Staff stated that on March 30' the Master Plan Committee had their first meeting. The next meeting is scheduled for May 4 at 6:30 p.m. New Assistant Planning Director will be starting on Monday. Updates from council meetings — 57 acres Haeckerville was denied by council. Downtown rezoning was approved C2 to SF4 and Grace Valley was approved. 10. Items for future agendas — A request was made for training to include Ethics training. 11. Adiournment — Mr. Garrison made the motion to adjourn the meeting at 7:28 p.m. Motion was seconded by Mr. Hinze. For: All; Against: None. Motion carried 7 to 0.
