THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING
ON TUESDAY,JANUARY 14,1997 AT 7:00 P.M.AT THE MUNICIPAL BUILDING, 109 SOUTH
MAIN STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF BUSINESS:
I. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7:00 p.m.
II. ROLL CALL.
Present were Mayor Bauder,and Councilmen Jeff Miller,Bob Glisar,Mark Buell,Chuck Ridge and
Councilwoman Gail Douglas.
Staff was represented by Chief of Police Wes Suiter,Public Works Director Keith Gilbreath, City Attorney
Ron Flake and City Administrator Rudy Farias.

Bob Glisar provided the invocation.
IV. PLEDGE OF ALLEGIANCE.
Mayor Bauder led the pledge.
V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH)

VI. CONSENSUS ITEMS:
A. APPROVAL OF MINUTES OF DECEMBER 10,1996
Jeff Miller motioned for approval. Seconded by Bob Glisar Approved.
B APPROVAL OF CHECK REGISTER FOR DECEMBER 1996
Jeff Miller motioned for approval. Seconded by Bob Glisar. Approved.
VII. DISCUSSION/ACTION ON UTILIZING DIRECT DEPOSIT FOR EMPLOYEE
PAYROLL CHECKS
Wes Suiter briefed City Council on the advantages of direct deposit. No additional fees will be incurred.
Discussion continued on the advantages of direct deposit.
Bob Glisar motioned to utilize direct deposit for employee payroll checks. Seconded by Mark Buell.
Approved.

VIII. DISCUSSION/ACTION ON ENTERING INTO A JOINT AGREEMENT WITH CITY
OF SCHERTZ AND SCHERTZ-CIBOLO-UNIVERSAL CITY ISD FOR ELECTIONS
Rudy Farias discussed the advantages to voters for entering into a joint agreement. Residents will be able to
vote at one location for both city and school elections. Discussion continued.
Bob Glisar motioned to enter into a joint agreement with City of Schertz and the Schertz-Cibolo-Universal
City ISD for elections. Seconded by Gail Douglas. Approved.
IX. DISCUSSION/ACTION CONTRACTING WITH GUADALUPE COUNTY
ELECTIONS OFFICER TO PERFORM JOINT ELECTIONS AGREEMENT
Rudy Farias informed council Guadalupe County Elections Office is interested in running the joint election.
The cost incurred by the city to enter into the contract will be less than the city's cost to run an election in
previous years. In the event the city cancels an election,the city will pay for the cost incurred up to the
point of cancellation.
Bob Glisar motioned to approve entering into a contract with Guadalupe County Elections Officer to
perform joint elections agreement. Seconded by Gail Douglas. Approved.
X. DISCUSSION/ACTION ON PLACEMENT OF MULTI-PURPOSE FIELD AND
TRACK AT NIEMIETZ PARK
Rudy Farias presented Park Chairman Bert Johnson's letter to the council and answered questions pertaining
to the attached drawing.
Mark Buell motioned to approve the placement of the multi-purpose field and track at Niemietz Park
according to the drawing. Seconded by Chuck Ridge. Approved.
XI. DISCUSSION ON BECOMING A MEMBER OF THE SAN ANTONIO WATER
SYSTEMS(SAWS)COMMUNITY CONSERVATION COMMITTEE
Mayor Sam Bauder and Council advised Rudy Farias to look into the advantages of becoming a member of
SAWS Community Conservation Committee.
XII. EXECUTIVE SESSION
PURSUANT TO SECTION 551.072 OF THE TEXAS GOVERNMENT CODE
CONCERNING DISCUSSIONS ON PURCHASES OF REAL PROPERTY
A. DISCUSSION ON ACQUIRING PROPERTY FOR FUTURE CITY USE
B. RECONVENE FOR NECESSARY ACTION
Bob Glisar motioned to authorize the city attorney to make an offer at the price and contingencies discussed
in executive session. Seconded by Jeff Miller. Approved.
M. COMMENTS BY COUNCIL MEMBERS
Gail Douglas commented on the park property and asked about its status.
Bob Glisar remarked favorable on the new agenda packet.
Mark Buell asked for an update on the park recreation house.

XIV. COMMENTS BY STAFF
Rudy Farias informed council that he had been contacted by the school district requesting information for
building an intermediate school on the Dobie School property. Rudy Farias also showed council a new
planning map showing the Northwest section of Cibolo's development. Also mentioned that he had meet
with Texas Department of Transportation to discuss Dietz Road. Lastly,Mr.Farias stated he had been
appointed by the Northeast Partnership to serve on the MPO Technical Advisory Committee.
Wes Suiter commented on the placement of the no parking signs on Deer Meadow Blvd. Council asked him
to come back with a recommendation.
Keith Gilbreath informed council he attended a continuing education class to renew his plumbing inspectors
certification.
XV. COMMENTS BY MAYOR
Mayor Bauder asked why there are differences in the design of the wing walls on the main street drainage
project. Also asked city staff to keep close watch on the Borgfeld at Dobie Road land clearing. Concluded
by congratulating Rudy Farias for his appointment to the MPO.
XVI. ADJOURNMENT
Bob Glisar made the motion.
