THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING
ON TUESDAY,FEBRUARY 25,1997 AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109
SOUTH MAIN STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF
BUSINESS:
I. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7:05 P.M.
U. ROLL CALL.
Present were Mayor Bauder, and Councilmen Jeff Miller,Bob Glisar,Mark Buell,Chuck Ridge and
Councilwoman Gail Douglas.
Staff was represented by Chief of Police Wes Suiter,Public Works Director Keith Gilbreath,City Attorney
Ron Flake and City Administrator Rudy Farias.
INVOCATION.
Bob Glisar provided the invocation at the 6:30 public hearing.
PLEDGE OF ALLEGIANCE.
Mayor Bauder led the pledge at the 6:30 public hearing.
III. CITIZENS TO BE HEARD (LIMIT 3 MINUTES EACH)
None.
IV. CONSENSUS ITEMS:
A. APPROVAL OF MINUTES OF FEBRUARY 11,1997
Bob Glisar motioned for approval. Seconded by Mark Buell. Approved.
V. PRESENTATION BY CRISTINA JACKSON REGARDING HOUSING
COMMUNITY DEVELOPMENT GRANT
Cristina Jackson of BJS Consulting said the cities chances of receiving funding increased for next year due to
the state combining two budget years. Cristina Jackson also said the city may want to include additional
projects in the application. The past applications have been to loop the cities water system in the downtown
area. .
BJS Consultants would manage the process and coordinate with City personnel. City staff involvement
would be minimal,allowing the staff to perform their daily duties. Services include filing and record
keeping,public hearing and notices,and project monitoring.
The application would be filed free of charge. In return,BJS wishes to administer the project.
Cristina Jackson answered questions from the Mayor and Council. Mayor Bauder thanked Ms. Jackson for
the presentation.
VI. RESOLUTION CONCERNING EMERGENCY MANAGEMENT AGREEMENT
WITH GUADALUPE COUNTY
The resolution establishes a joint county emergency management plan with the cities of Marion,New Berlin,
Schertz,and Cibolo.
Mark Buell motioned for approval. Seconded by JeffMiller. Approved.
VII. PRELEvIINARY PLAT REVIEW OF AUREA SUBDIVISION
City Attorney Ron Flake said the plat is not satisfactory. It fails on numerous accounts. It needs to be
corrected and resubmitted in a format which complies with the subdivision ordinance. The developer has
already been selling property as if it were subdivided. I have asked the police chief to start citing him for
that. We are going to have all kinds of problems. We have people complaining who have bought this
property. Ron Flake suggested the subdivision needs to be replatted to approval conditions and brought
back.
The Mayor said the Planning and Zoning's recommendation was to disapprove the plat.
Mark Buell motioned to disapprove the preliminary plat. Seconded by Chuck Ridge. Approved.
XIII. COMMENTS BY COUNCIL MEMBERS
Mark Buell asked about the status of the park grant.
Chuck Ridge asked about the Deer Creek park and the Niemietz park house.
Jeff Miller commented on the Volunteer Fire Department breakfast taco sale.
IX. COMMENTS BY STAFF
Rudy Farias commented that the School District Board wanted to adopt a Council member and Planning and
Zoning Commissioner. The purpose is to keep the adopted person informed as to the events of the
proposed Thistle Creek School.
X. COMMENTS BY MAYOR
Mayor Bauder said to continue watching the developments of the Aurea subdivision. Also commented on
the school districts plan to build in Thistle Creek.
XI. ADJOURNMENT
