MINUTES OF CITY COUNCIL MEETING
THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING
ON TUESDAY,MARCH 11,1997 AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109 SOUTH
MAIN STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF BUSINESS:
I. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7:00 p.m.
II. ROLL CALL.
Present were Mayor Bauder, and Council persons Jeff Miller,Bob Glisar,Mark Buell,Chuck Ridge and Gail
Douglas.
Staff was represented by Chief of Police Wes Suiter, City Attorney Ron Flake and City Administrator Rudy
Farias.
III. INVOCATION.
Bob Glisar provided the invocation.
IV. PLEDGE OF ALLEGIANCE.
Mayor Bauder led the pledge.
V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH)
None.
VI. CONSENSUS ITEMS:
A. APPROVAL OF MINUTES OF FEBRUARY 25, 1997
Jeff Miller motioned to approve the minutes. Seconded by Mark Buell. Approved.
B. APPROVAL OF CHECK REGISTER FOR FEBRUARY 1997
Bob Glisar motioned to approve the check register. Seconded by Chuck Ridge. Approved.
VII. APPOINTMENT OF ELECTION JUDGES FOR THE MAY 3, 1997 GENERAL
ELECTION
Guadalupe County Elections Administrator,J.R Perez,recommended the following judges: Ed Barnes,
Presiding Judge;Edward Ling,Alternate Judge;Linda Ling,Clerk.
Jeff Miller motioned to accept the recommended judges. Seconded by Mark Buell. Approved.
VIII. DISCUSSION ON THE MAIN STREET DRAINAGE PROJECT
Rudy Farias informed council additional excavation was performed on the drainage project. The project is
complete, and the additional excavation brings the final project cost to$32,350.47 rather than the reported
$31,957.35. Excavated was approximately 100 cubic yards at$4.00 per cubic yard.
There was discussion among council concerning the project.
Jeff Miller motioned to pay the additional cost of$393.12 for the excavation. Seconded by Gail Douglas.
Approved.
IX. DISCUSSION/ACTION CONCERNING THE RABA-KISTNER ENVIRONMENTAL
STUDY
City Attorney Ron Flake briefed council on the results of the study Test results confirmed asbestos panels
and lead based paint. The option to remove the structures was discussed.
No action was taken.
X. DISCUSSION/ACTION REGARDING THE REPLACEMENT OF EQUIPMENT FOR
PUBLIC WORKS
Rudy Farias reported public works is requesting a new push lawn mower and weed eater. The push lawn
mower is not running and grass cutting season is approaching. The lawn mower is over three years old.
The weed eaters are also broken. One weed eater is over six years old and the other is three years old.
Additionally,Council was presented an equipment list showing approximate age and condition.
Mark Buell made a motion to receive three telephone bids for a push mower and trimmer and purchase the
least expensive equipment. Seconded by Jeff Miller. Approved.
XI. COMMENTS BY COUNCIL MEMBERS
Chuck Ridge commented on the CRWA board meeting. Mr.Ridge said Cibolo may have to purchase water
the city cannot use due to the lack of a water line. Other cities in the same predicament are Marion and
Schertz.
XII. COMMENTS BY STAFF
Rudy Farias informed City Council two proposed master planned subdivisions will be introduced to planning
and zoning. Also reminded Council about the joint public hearing scheduled for March 18, 1997.
XIII. COMMENTS BY MAYOR
None.
XIV. ADJOURNMENT
