Min CC 03/18/1997 - Joint Public Hearing t- r MINUTES OF MEETING JOINT PUBLIC ZONING HEARING THE CIBOLO CITY COUNCIL AND PLANNING & ZONING COMMISSION CONVENED IN A JOINT PUBLIC ZONING HEARING ON TUESDAY, MARCH 18, 1997 AT 6:30 P.M. AT THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS THE FOLLOWING WAS THE ORDER OF BUSINESS: I. CALL TO ORDER-MAYOR BAUDER AND CHAIRMAN BUELL Mayor Bauder and Chairman Buell called the meeting to order at 6:30 p.m. Il. ROLL CALL. Present were Mayor Bauder and Council persons Jeff Miller, Charles Ridge, Mark Buell, and Gail Douglas. Present were Chairman Buell,Al Rich,Jamie Casarez,Max Harris,Billy Gibbs,and Fernando Felan Absent were Dick Hetzel,Ann Almond,David Sippel,and Ted Hollister. IIl. INVOCATION. A moment of silence was observed. IV. PLEDGE OF ALLEGIANCE. Mayor Bauder led the pledge. V. CITIZENS TO BE HEARD. Don Buchley commented on the tranquillity of the neighborhood and spoke in favor of the school. His major concern was Thistle Creek Drive extending to Borgfeld Road and increasing traffic. He said this would disrupt the tranquillity and asked if the road may be blocked just passed Scotch Rose Lane so that the school traffic would enter from Borgfeld and leave on Borgfeld. S. G.Brown spoke about increased traffic concerns and said he is opposed to the school. Also stated,that Don Buchley summed up his concerns. Lee Dempsy is opposed to the traffic but not the school. He does not want to see Thistle Creek Drive extended as a thoroughfare. Troy Demel said he has three kids and is concerned about the increased traffic. Mr. Demel suggested Thistle Creek Drive be blocked just past Scotch Rose Lane. Had concerns about cars parking on the street creating hazards for children and adults which currently utilize Thistle Creek Drive for walking,jogging, and bicycle riding. He said cars need to be slowed down on Thistle Creek Drive. Dr. Steele said the school would be the best neighbor it could be. He also stated: the school yard would provide a 12 acre park,be half the size of Dobie, have a majority of the kids within walking distance and have a maximum of ten bus trips. He concluded the District would do anything feasible to enhance the neighborhood and not take anything away. v VI. CONSENSUS ITEMS: A. APPROVAL OF MINUTES FOR FEBRUARY 25, 1997 JOINT PUBLIC ZONING HEARING Tabled until the March 8, 1997 City Council meeting and the March 15, 1997 Planning and Zoning. VII. DISCUSSION ON GRANTING PROPERTY LOCATED IN THISTLE CREEK A SPECIAL USE PERMIT TO CONSTRUCT A SCHERTZ-CIBOLO-UNIVERSAL CITY ISD INTERMEDIATE SCHOOL Discussion among City Council and Planning and Zoning began. Public Works Director Keith Gilbreath suggested setting time limits/time barriers on Thistle Creek Drive. Also suggested making Thistle Creek Drive a one way street during morning drop off and afternoon pickup of the school children. These suggestions would limit parent and bus traffic. The commission asked about the number of students who would attend the school. They were informed the school is being built for 600 students and there is room for future expansion. Billy Gibbs commented on blocking the road. He said it would create more problems. For example, parents running late would drop their kids off at the barricades and use Scotch Rose Lane to turn their vehicles around. Mark Buell said the school zone and police patrols would create a safe thoroughfare. Also said the city could look into installing three way stop signs. Al Rich also said more problems would be created by barricading Thistle Creek Drive. Mr.Rich suggested sometlung similar to Rosegarden Elementary in Universal City may work. Traffic is controlled during peak hours by changing the thoroughfare into a one way street. Discussion continued. No action was taken. Planning and Zoning will make a formal recommendation to City Council at the Planning and Zoning meeting scheduled for 7:00 p.m.,March 18, 1997. VIII. COMMENTS BY MEMBERS AND COMMISSIONERS None. IV. ADJOURNMENT Mark Buell moved to adjourn.
