MINUTES OF CITY COUNCIL MEETING
THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING
ON TUESDAY,MARCH 25,1997 AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109 SOUTH
MAIN STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF BUSINESS:
I. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7:00 P.M.
II. ROLL CALL.
Present were Mayor Bauder,and Council persons Jeff Miller,Mark Buell,Chuck Ridge and Gail Douglas.
Bob Glisar was not present.
Staff was represented by Chief of Police Wes Suiter,Public Works Director Keith Gilbreath, City Attorney
Ron Flake and City Administrator Rudy Farias.

A moment of silence was observed.
IV. PLEDGE OF ALLEGIANCE.
Mayor Bauder led the pledge.
V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH)

VI. CONSENSUS ITEMS:
A APPROVAL OF MINUTES FOR MARCH 11, 1997
Jeff Miller motioned to approve the minutes. Seconded by Chuck Ridge. Approved.
B. APPROVAL OF JOINT PUBLIC ZONING HEARING MINUTES FOR
FEBRUARY 25, 1997
Jeff Miller motioned to approve the minutes. Seconded by Mark Buell. Approved.
VII. DISCUSSION/ACTION DECLARING STAGE I OF WATER CONSERVATION
Mayor Bauder declared Stage I of water conservation. The mayor encouraged residents to continue
conserving water because the drought is not over.
VIII. DISCUSSION/ACTION ON RE-ZONING PROPERTY LOCATED AT 248
BORGFELD ROAD FROM COMMERCIAL TO RESIDENTIAL(RI)
Mark Buell motioned to recommend changing the zoning at 248 Borgfeld to residential(Rl)as per
" ` recommended by the Planning and Zoning Commission. Seconded by Gail Douglas. Approved.

IX. DISCUSSION/ACTION ZONING 13.231 ACRES OF NEWLY ANNEXED
PROPERTY(1996 ANNEXATIONS LOCATED ALONG NORTHEAST FM 78)
Mark Buell motioned to zone the 13.231 acres of newly annexed FM 78 property to commercial(Cl).
Seconded by Chuck Ridge. Approved.
X. DISCUSSION/ACTION GRANTING PROPERTY LOCATED IN THISTLE CREEK A
SPECIAL USE PERMIT TO CONSTRUCT A SCHERTZ-CIBOLO-UNIVERSAL
CITY ISD INTERMEDIATE SCHOOL
Council discussed the comments heard at the joint public hearing and reflected on the Planning and
Zoning Commission's letter of recommendation. Council made the following motion based upon the
support residents expressed for the school. (Complaints received at the public hearing were concerns over
increased traffic due to Thistle Creek Drive continuing to Borgfeld Road.)
Gail Douglas motioned to grant a special use permit to construct a Schertz-Cibolo-Universal City ISD
Intermediate School in Thistle Creek. Seconded by Mark Buell. Approved.
M. PRELEvIINARY/FINAL PLAT REVIEW OF INTERMEDIATE SCHOOL
Major issues discussed were the relocating of a 12 inch water line,calculations for a certificate of
serviceability,citizens concerns with traffic and speed limits,and a letter from Brad Gallow committing to
extend Thistle Creek to Borgfeld Road.
Additional discussion focused on the guarantee that Thistle Creek Drive will be extended. The
mechanisms which can be used to guarantee the road extension are: a performance bond,a bank letter of
credit,a personal guarantee,or granting a lien on the subdivision.
School construction will begin in May 1997 with the school completion date set for July 1998. Thistle
Creek Drive will be extended by July 1998 or the school will not be allowed to open.
Gail Douglas motioned to approve the preliminary/final plat for the intermediate school with the
following conditions. (1)There is a turnaround constructed;(2)Ed Ford's four conditions are met: i.
Show"Tie"to an original corner of the original survey of which land is part;ii. Show name and location
of existing utilities;iii. Show type of surface of existing streets;iv.Need proposed facility with location of
building lines and schematic plans with outline specifications for drainage utilities. Additionally,Ed Ford
needs to calculate a certificate of serviceability;(3)a monetary guarantee is provided by Brad Gallow on
the extension of Thistle Creek Drive to Borgfeld Road;and(4)change note on plat to indicate specific use
permitted lot. Seconded by Mark Buell. Approved.
XII. DISCUSSION/ACTION ON APPOINTING A CONSULTING FIRM TO APPLY FOR
A HOUSING COMMUNITY DEVELOPMENT GRANT
Rudy Farias informed council that four of the eight references listed by BJS Consulting were contacted.
The four cities ranged in population from 1,000- 18,000. All the communities expressed complete
satisfaction from the firm and the firms principal consultant Bruce Spitzengel. The four communities
averaged$350,000 per grant and the grants consisted of water and sewer water system improvements.
There will be no charge for submitting the grant application by BJS consulting and Rudy Ruiz of
Community Development will charge$200.
Mark Buell motioned to approve BJS Consulting to apply for a community development grant to loop the
city's water system. Seconded by Gail Douglas. Approved.
XIII. DISCUSSION TO HOST THE ANNUAL CIBOLOFEST AS A CITY SPONSORED
EVENT
Councilman Buell introduced the idea of making Cibolofest a city sponsored event run by the Parks and
Recreation Commission. The volunteers currently involved with Cibolofest would continue to be involved
through the Parks and Recreation Commission. City Council would have greater control of the festival
through the budget process and appointment of Parks and Recreation Commissioners. The Parks
Commission ordinance would have to change to increase the members and possibly meeting times. Nancy
Vaughn will be consulted about the budgeting process. Mayor Bauder and Gail Douglas voiced support
for the idea.
XIV. COMMENTS BY COUNCIL MEMBERS
Mark Buell said if there are any questions concerning Cibolofest,feel free to call him.
Gail Douglas commented a new sign is needed at Niemietz Park.
Jeff Miller said Bob Glisar volunteered to take his place on the CRWA Board.
XV. COMMENTS BY STAFF
Ron Flake said we will close on the property around the first of next week.
Keith Gilbreath commented on the grading of the shoulders on Borgfeld Road. He also said he is working
on a new city ordinance setting guidelines for gated communities.
Rudy Farias commented on the two proposed"gated"master planned communities. Also commented on
the sewer jetting machine public works sampled for three days.
