Min CC 04/08/1997 J :L MINUTES OF CITY COUNCIL MEETING THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING ON TUESDAY,APRIL 8, 1997 AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109 SOUTH MAIN STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF BUSINESS: I. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7:00 P.M. U. ROLL CALL. Present were Mayor Bauder,and Councilmen Jeff Miller,Bob Glisar,and Chuck Ridge. Councilwoman Gail Douglas and Councilman Mark Buell were not present. Staff was represented by Public Works Director Keith Gilbreath and City Administrator Rudy Farias. III. INVOCATION. Bob Glisar provided the invocation at the public hearing. IV. PLEDGE OF ALLEGIANCE. Mayor Bauder led the pledge at the public hearing. V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH) None. VI. CONSENSUS ITEMS: A. APPROVAL OF MINUTES OF MARCH 25, 1997 Jeff Miller motioned to approve the minutes. Seconded by Bob Glisar. Approved. B. APPROVAL OF JOINT PUBLIC HEARING MINUTES OF MARCH 25, 1997 Chuck Ridge motioned to approve the minutes. Seconded by Bob Glisar. Approved. C. APPROVAL OF CHECK REGISTER FOR MARCH 1997 Chuck Ridge motioned to approve the check register. Seconded by Bob Glisar. Approved. VII. RESOLUTION APPOINTING TWO MEMBERS TO THE CANYON REGIONAL WATER AUTHORITY FOR A ONE YEAR TERM OF OFFICE Jeff Miller motioned to appoint Bob Glisar and Chuck Ridge to serve on the Canyon Regional Water Authority Board. Seconded by Bob Glisar. Approved. a VIII. RESOLUTION AUTHORIZING AN APPLICATION(S)TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE TEXAS COMMUNITY DEVELOPMENT PROGRAM GRANTS Bob Glisar motioned authorization of a grant application to the Texas Department of Housing and Community Affairs for the Texas Community Development Program Grants. Seconded by Chuck Ridge. Approved. IX. DISCUSSION/ACTION AMENDING CITY ORDINANCE NO. 417 USE OF NIEMIETZ CITY PARK-POLICE SERVICES FEE SCHEDULE Council discussed the need to raise the hourly rate by three dollars. Bob Glisar motioned to increase the police service fee to$15.00 per hour. Seconded by Jeff Miller. Approved. X. ACCEPT RESIGNATION OF OFFICER LEONARD SLAMCIK AND GRANT AUTHORIZATION TO ADVERTISE FOR THE POSITION Bob Glisar motioned to accept the resignation of Officer Leonard Slamcik with great regrets and granted authorization to advertise for the vacant position. Seconded by Jeff Miller. Approved. XI. DISCUSSION/ACTION ON PROPOSED HB 1802-$1.00 FEE ADDED TO MONTHLY RESIDENTIAL WATER BILLS The Mayor introduced the purpose of the proposed legislation. Discussion focused on the dollar increase which the state would collect ninety-five cents and the city would receive a nickel. Bob Glisar motioned to send a letter to Austin opposing HB 1802. Seconded by Chuck Ridge. Approved. XII. DISCUSSION ON PROPOSED GATED COMMUNITY ORDINANCE Public Works Director Keith Gilbreath introduced the proposed ordinance. The ordinance was drafted by reviewing the ordinances for the cities of New Braunfels, Schertz and Universal City. In addition, information was received from planning consultant Dee McGee. Keith asked council to review the document and return with comments and suggestions. XIII. DISCUSSION/ACTION TO HOST THE ANNUAL CIBOLOFEST AS A CITY SPONSORED EVENT Mayor Bauder began the discussion by stating in the past,the City has considered taking over Cibolofest and running it through the Parks Commission. The advantages of the City running the festival where also discussed. Benefits include greater control and managed liability. Chuck Ridge motioned make Cibolofest a city event. Seconded by Jeff Miller. Approved. XIV. COMMENTS BY COUNCIL MEMBERS Chuck Ridge said two ball fields could be built in the flood plain on the land we purchased. The comment was made in reference to the planned Dobie Softball Field plans. Bob Glisar said the gentleman interested in moving the structures on the newly purchased land and the recreation house in the park,is considering not moving the structures. y I i XV. COMMENTS BY STAFF Rudy Farias commented on the news letter and recognized Mr.Bowers in the audience. Keith Gilbreath commented on the Thistle Creek paving job and the sidewalks in the Deer Creek green belt. XVI. COMMENTS BY MAYOR The Mayor said if we cannot give all the structures away,the city may want to consider moving some of the structures. XVII.
