Main Street March 30, 2023 6:30 PM — 9:30 PM MINUTES 1. Call to Order Mayor Pro -Tem Hicks called the meeting to order for the City Council at 6:34 p.m. Ms. Zimmermann called the meeting to order for the Planning & Zoning Commission at 6:34 p.m. Ms. Latimer called the meeting to order for the Master Plan Committee at 6:35 p.m. 2. Roll call and Excused Absences City Council — Members Present: Councilman Benson, Councilman Roberts, Councilman Mahoney, Councilwoman Cunningham, Councilman Hetzel, and Councilman Hicks. Mayor Allen arrived at 7:05 p.m. Planning and Zoning Members — Members Present: Ashley Zimmermann, Jennifer Greve, Steve Cooper, Terry Hinze, and Yvette Hubbard. Master Plan Members — Members Present: Kara Latimer, Cody Hicks, Judy Womack, Ashley Zimmermann, Marcos Mattingly, Shane Merillat, Claudia Walker and Carole Herr. Ms. Walker made the motion to excuse the absence of Mr. Schupp, Mr. MacLauchlan, and Ms. Ellard. Motion was seconded by Ms. Zimmermann. For: All; Against: None. Motion carried 8 to 0. 3. Moment of Silence/Invocation — Councilman Hicks gave the Invocation. 4. Pledee of Allegiance — All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Meeting that a citizen can address the Committee. It is the opportunity for visitors and guests to address the Committee on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. The Committee may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, the Committee may present any factual response to items brought up by citizens. (Attorney General Opinion - JC -0169) (Limit of three minutes each.) All remarks shall be addressed to the Committee as a body. Remarks may also be addressed to any individual member of the Committee so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. Discussion/Action Items A. Discussion/Presentation by Kimley-Horn regarding an update to the City's Comprehensive/Master Plan, including: • Welcome and Introductions Mr. Reed welcomed all the members and thanked them for participating in the Comprehensive Plan. He told each member that each one of them makes a difference and challenge them to be the voice and let their neighbors know what is going on and get their opinions and bring them forward in the weeks and months ahead. Each member of the City Council, Planning & Zoning, and Master Plan introduced themselves. Members of the • What is a Comprehensive Plan — Comprehensive Plan is a document that states a community's desired vision for the future. A Comprehensive Plan does not constitute zoning regulations or establish zoning district boundaries. • Intent and Overview of Proiect — The process of the Master Plan was explained to those in attendance. The different Phases of the Project were explained along with a approximate 12 -month process to adoption. • Respective Roles as They Pertain to the Effort —Roles were explained for the different groups: City Council, P&Z, Master Plan, Stakeholders, Citizens, and Staff. For each group data gathering, plan components, and implementation & Adoption were explained. • Visioning Exercises — The groups divided into four groups making sure that the groups had members of all three (City Council, P&Z, and Master Plan). They did an exercise on the 2016 Comp Plan Goals and Objectives and if they reflect the current community's direction and vision. Each group had a spokes person that went over that group's observations and vision for Cibolo. The group also took part in a SWOT analysis. Next Steps — The consultant team will utilize the recommendations and input going forward as the basis for the strategic direction of the Comprehensive Master Plan. 7. Discussion on date and time of future meetines. — Master Plan next meeting is May 4 at 6:30 p.m. Adjournment — City Council: Motion made by Councilman Roberts and seconded by Councilman Benson to adjourn at 9:05 p.m. For: All; Against: None. Motion carried. P&Z: Motion was made by Ms. Greve and seconded by Ms. Hubbard to adjourn at 9:05 p.m. For: All; Against: None. Motion carried. Master Plan: Motion was made by Ms. Walker and seconded by Mr. Hicks to adjourn the meeting at 9:05 p.m. For: All; Against: None. Motion carried.
