THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING
ON TUESDAY,APRIL 22,1997 AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109 SOUTH
MAIN STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF BUSINESS:
I. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7:00 p.m.
H. ROLL CALL.
Present were Mayor Bauder,and Council people Jeff Miller,Bob Glisar,Chuck Ridge and Gail Douglas.
Councilman Mark Buell was not present.
Staff was represented by Public Works Director Keith Gilbreath, City Attorney Ron Flake and City
Administrator Rudy Farias.
III. INVOCATION.
Bob Glisar provided the invocation.
IV. PLEDGE OF ALLEGIANCE.
Mayor Bauder led the pledge.
V. CITIZENS TO BE HEARD. (LI1VIIT 3 MINUTES EACH)
An unidentified citizen asked when the City was going to fix Dietz Road.
VI. CONSENSUS ITEMS:
A. APPROVAL OF MINUTES FOR APRIL 8,1997
Jeff Miller motioned to approve the minutes. Seconded by Chuck Ridge. Approved.
B. APPROVAL OF PUBLIC HEARING NIINUTES FOR APRIL 8,1997
Chuck Ridge motioned to approve the minutes. Seconded by Jeff Miller. Approved.
VII. DISCUSSION/ACTION AMENDING ORDINANCE 449 WHICH CREATED THE
PARKS RECREATION COMMISSION
Council discussed changes to the ordinance. Ron Flake reviewed the proposed changes and suggested
additional changes. The changes are adding Cibolofest functions and duties to Parks and Recreation
Commission,and increasing the violation fees.
Jeff Miller motioned to amend Ordinance No. 449 with discussed corrections. Seconded by Gail Douglas.
Approved.
VIII. DISCUSSION/ACTION ON WAIVING PARK FEE FOR WIEDERSTEIN
ELEMENTARY FOURTH GRADE ACTIVITY
Bob Glisar motioned to waive park fees for the Wiederstein's Fourth Grade End of the School Year picnic.
Seconded by Gail Douglas. Approved.
IX. DISCUSSION/ACTION AMENDING THE 1996-1997 CITY BUDGET
After discussing changes to the budget the following motion was made.
Bob Glisar motioned to amend the budget by$113,527.88. $62,714.41 is to come from calling two
Certificates of Deposit and the remaining$50, 813.45 will come from Texpool. Seconded by Gail
Douglas. Approved.
X. DISCUSSION ON STRUCTURES LOCATED ON NEWLY PURCHASED CITY
PROPERTY
Councilwoman Gail Douglas introduced the agenda item and said she has been approached by several
people asking to keep the structures on the Trotti property. The public would like these structures restored
to preserve Cibolo's heritage. A Historic Society could be established to retain the city's history.
Councilman Jeff Miller toured the structures and said they are a total lost.
Keith Gilbreath reiterated the expense of removing the lead based paint and City Attorney Ron Flake
discussed the liability to the city.
Council will discuss and take action at the next regular scheduled council meeting.
XI. DISCUSSION ON PROPOSED GATED COMMUNITY ORDINANCE
Keith Gilbreath introduced the proposed gated community ordinance. Mr. Gilbreath informed council
that members of the zoning committee are looking over the document. Members of Planning and Zoning
have recommended using the City of Schertz's Ordinance. Keith Gilbreath is concerned that the Schertz's
Ordinance is not comprehensive enough to work with Cibolo's subdivision ordinance. Members of the
Planning and Zoning Commission voiced their concerns. The document will be reviewed by the Planning
and Zoning Commission at their May meeting.
XII. EXECUTIVE SESSION
The Mayor and Council went into executive session at 7:51 p.m.
PURSUANT TO SECTION 551.074 OF THE TEXAS GOVERNMENT CODE
CONCERNING DISCUSSIONS ON PERSONNEL MATTERS
A. DISCUSSION ACCEPTING THE RESIGNATION OF CITY
ADNVRNISTRATOR/SECRETARY
B. RECONVENE IN OPEN SESSION FOR NECESSARY ACTION
The Mayor and Council reconvened at 8:15 p.m.
Bob Glisar motioned to accept the resignation of Rudy Farias effective June 12, 1997. Seconded by Chuck
Ridge. Approved.
XIII. COMMENTS BY COUNCIL MEMBERS
Jeff Miller commented on the need to follow the master plan and have a road in Cibolo connect to IH 35.
Also,commented on the city's future need for a second fire station in the part of the city which is
developing rapidly.
XIV. COMMENTS BY STAFF
Rudy Farias thanked council for the opportunity to serve the residents and City Council of Cibolo.
Keith Gilbreath updated Council on the proposed water projects.
XV. COMMENTS BY MAYOR
Mayor Bauder said he was sorry to see Rudy Farias leave.
XVI. ADJOURNMENT
Bob Glisar made the motion.
