MINUTES
1. Call to Order — Meeting was called to order by Chairman Ms. Zimmermann at 6:36 p.m.
2. Roll call and Excused Absences — Members Present: Ms. Zimmermann, Ms. Greve, Mr. Rayl,
Mr. Cooper, Mr. Garrison, Mr. Hinze, and Ms. Hubbard. Members Absent: Ms. Garcia. Mr.
Cooper made the motion to excuse the absence of Ms. Garcia. Motion was seconded by Mr. Rayl.
For: All; Against: None. Motion carried 7 to 0.
3. Invocation — Councilman Hicks gave the Invocation.
4. Pledee of Alleeiance — All in attendance recited the Pledge of Allegiance.
5. Public Hearines
A. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear
public testimony regarding a Conditional Use Permit (CUP) for property located at 4164
Lower Seguin Road to allow for a Manufactured Home Residential use.
Public Hearing was opened by the Chairman Ms. Zimmermann at 6:41 p.m. The following
individuals spoke: Deborah Legeros and Dwayne Martin stated that there has been brush
piles and junk cars on the property. Trailer has no septic and no water for at least eight
months. They have disregarded all the laws and no permits have been pulled. We have
contacted everyone in the Planning Department and the City Manager. House were
intended to be built on the lot not a manufacture or module home. This type of home
devalues are home. There is no road which is required by the cities UDC. Ryan and Kelsey
Popham, the owners of the property spoke to the P&Z on this item. They stated that they
did have a brush pile but that has since been removed. Their 2023 new home matches what
is allowed in the UDC. Concrete that the home is placed on has been certified by the city.
All inspections have been done and completed. They stated they had meetings with
Planning Director and staff and the City Manager on this item. Chairman Ms. Zimmermann
closed the public hearing at 7:03 p.m.
B. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear
public testimony regarding a rezoning of the following properties: 615 N Main Street, 613
N Main Street, 611 N Main Street, 609 N Main Street, 607 N Main Street, 605 N Main
Street, 603 N Main Street, and 601 N Main Street, from the current zoning of High Density
Residential (SF -6) to Neighborhood Commercial (C-1).
Ms. Zimmermann opened the public hearing at 7:06 p.m. The following individuals spoke
on this item. Becky Carrol stated that C3 was denied and change to C 1 which is lower than
the C3. Eight properties are now asking for the change. They are reaching out to neighbors
behind to have more public outreach. Ask to have item extend to future date to give more
time for the outreach. Romeo Regerio spoke in favor of the zoning change. Shauna Willie
opposed the rezoning. She lives on Indian Circle and many of the people in that area did
not know about the zoning change. She has lived there since 1984 and would like it to stay
the way it is. She stated she does not understand Cl or spot zoning but she does not want
a garage or strip joint. She states that the residents wanting to change knew when they
moved in their homes were residential and they should stay that way. Marie Tejada also
spoke in opposition of the rezoning. Did not feel comfortable with the change. She has
lived in this neighborhood since the 80's and on a fix income. She would not be able to
move she wants to enjoy the time she has left. Ms. Zimmermann closed the public hearing
at 7:23 p.m.
6. Citizens to be heard
This is the only time during the Meeting that a citizen can address the Commission. It is the
opportunity for visitors and guests to address the Commission on any issue to include agenda items.
All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. The
Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda
issue at this time; however, the Commission may present any factual response to items brought up
by citizens. (Attorney General Opinion - JC -0169) (Limit of three minutes each.) All remarks shall
be addressed to the Commission as a body. Remarks may also be addressed to any individual
member of the Commission so long as the remarks are (i) about matters of local public concern and
(ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating
this policy may be requested to leave the meeting, but no person may be requested to leave or forced
to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. If anyone

7. Consent Agenda

Mr. Cooper made the motion to approve the consent agenda. Motion was seconded by Mr.
Rayl. For: All; Against: None. Motion carried 7 to 0.
8. Discussion/Action Items
A. Discussion/Action and Recommendation to the Mayor and City Council regarding a
Conditional Use Permit (CUP) for property located at 4164 Lower Seguin Road to allow
for a Manufactured Home Residential use.
Ms. Greve made the motion to recommend to the City Council approval regarding a
Conditional Use Permit (CUP) for property located at 4164 Lower Seguin Road to allow
for a Manufactured Home Residential use. Motion was seconded by Mr. Garrison. For:
Ms. Greve, Mr. Rayl, Mr. Cooper, Mr. Garrison, Mr. Hinze, and Ms. Hubbard; Against:
none; Abstained: Ms. Zimmermann. Motion carried 6 to 0 to 1
B. Discussion/Action and Recommendation to the Mayor and City Council regarding a
rezoning of the following properties: 615 N Main Street, 613 N Main Street, 611 N Main
Street, 609 N Main Street, 607 N Main Street, 605 N Main Street, 603 N Main Street, and
60.1 N Main Street, from the current zoning of High Density Residential (SF -6) to
Neighborhood Commercial (C-1).
This item was pulled from the agenda and not discussed at this meeting.
9. UDC, CIP, Master Plan and Staff Updates
Ms. Gonzalez stated that she had sent an email out to everyone on staff updates. Master Plan
Committee will have a Joint Workshop with City Council and Planning & Zoning on March 30's.
10. Items for future agendas No items at this time.
11. Adjournment — Motion was made by Mr. Garrison to adjourn the meeting at 8:05 p.m. Motion
was seconded by Mr. Hinze. For: All; Against: None. Motion carried 7 to 0.
