Min P&Z 3/15/2011"CIN OF CHOICE" PLANNING AND ZONING MEETING 200 S. Main, Cibolo, Texas 78108 March 15, 2011 6:30 P.M. A possible quorum of the City Council may attend the Planning and Zoning meeting. MINUTES 1. Call to Order: Meeting was called to order by the chairman at 6:35 p.m. 2. Roll Call: Cynthia Pettit Norma Mashburn — absent Louis Chatman — absent Scottland Roddy Garth Coursen Josh Welch Tex Farnsworth — absent Staff: City Secretary Peggy Cimics, Comm. Dev. Ser. Dir Robert Stricker, Planner Randal Anderson Council Liaison: Councilman Winn and Liparoto 3. Moment of Silence: Mr. Welch gave an invocation and asked everyone in attendance to pray for those that have suffered in Japan over the past few days. Mr. Welch also asked for a special pray for Fire Chief Roger Niemietz who is in the hospital at the present time. 4. Pledge of Allegiance: All those in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard: This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue. Planning and Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual response to items brought up by citizens. No citizens signed up to be heard. 6. Approval/Disapproval of the minutes from February 9, 2011 meeting. Scottland Roddy moved to approve the minutes of February 9, 2011. Motion was seconded by Josh Welch. For: All; Against: None. Motion carried 4 to 0. 7. Discussion/Action/Recommendation to the City Council on the Preliminary/Final Plat approval of The Coffee Haus Plat. Josh Welch moved to recommend to the City Council approval of the Preliminary Plat for the Coffee Haus Plat. Motion was seconded by Scottland Roddy. For: All; Against: None. Motion carried 4 to 0. 8. Discussion/Action/Recommendation to the City Council on the Preliminary/Final Plat of Kingdom Hall plat. Josh Welch did ask staff if sidewalks were going to be installed. Randal Anderson from staff stated that it did not show it on the paperwork that the Commission received but yes sidewalks would be required. Scottland Roddy moved to recommend to the City Council approval of the Preliminary/Final Plat for Kingdom Hall. Motion was seconded by Garth Coursen. For: All; Against: None. Motion carried 4 to 0. 9. Discussion/Action/Recommendation to the City Council on the following: a. Preliminary Plat Approval of Saddle Creek Unit 3 b. Preliminary Plat Approval of Saddle Creek Unit 4 At owner's request, Saddle Creek Unit 3 and Saddle Creek Unit 4 will be tabled until further notice. Scottland Roddy made a motion to table the preliminary plat approval of Saddle Creek Unit 3 and Saddle Creek Unit 4 until further notice. Motion was seconded by Josh Welch. For: All; Against: None. Motion carried 4 to 0. c. Preliminary Plat Approval of Buffalo Crossing Unit 5 Staff had recommended deny of this plat due to drainage issues and not meeting the City of Cibolo's Subdivision Ordinance. Brett Corwin the Engineer for Buffalo Crossing, Unit 5 did speak and stated he understood the issues. After some discussion Mr. Brett Corwin ask the Commission to table this item. Scottland moved to table item. Motion was seconded by Josh Welch. For: All; Against: None. Motion carried 4 to 0. 10. Discussion/Action/Recommendation to the City Council on the following a. Preliminary Acceptance of Buffalo Crossing Unit 4B Scottland Roddy moved to recommend to the City Council approval of the Preliminary Acceptance of Buffalo Crossing Unit 4B. Motion was seconded by Josh Welch. For: All; Against: None. Motion carried 4 to 0. b. Preliminary Acceptance of Cibolo Valley Ranch Unit 8. There was quite a bit of discussion between the Commission, staff and the Engineers (Paul Denham and Brian Sims) from Cibolo Valley Ranch, Unit 8. Staff did not receive a clearance letter from Rudy Klein the City Engineer so staff was recommending denial of the request. Mr. Denham stated that he had received a letter from Mr. Klein and there were only two items on the punch list one being the detention pond and the other the type of asphalt that was used. Mr. Denham stated that he had explained the asphalt issue and that it would be another couple weeks before the detention pond was complete. Commissioner Roddy moved to recommend to council denial of Cibolo Valley Ranch Unit 8. Motion was seconded by Commissioner Welch. For: All; Against: None. Motion carried 4 to 0. 11. Discussion/Action/Recommendation to the City Council on the following a. Final Acceptance of Cibolo Valley Ranch Unit 7 Commissioner Welch made the motion to recommend to City Council denial of the final acceptance of Cibolo Valley Ranch Unit 7. Motion was seconded by Commissioner Roddy. For: All; Against: None. Motion carried 4 to 0. 12. Discussion/Action/Recommendation of the Green Valley Road corridor of the Future Land Use Map Update Commissioner Coursen moved to recommend the area South side of Green Valley Road East of Town Creek West as low density single-family residential, the North side of Green Valley Road West of Town Creek West Commercial with the back -half as low density and North side of Green Valley Road West of Town Creek West and East of Dean Road as commercial. Motion was seconded by Commissioner Welch. For: All; Against: None. Motion carried 4 to 0. Commissioner Roddy made the motion to make the following changes to match existing zoning and proposed development projects along FM 1103 and a small portion of Green Valley Road: FM 1103 — properties designated as mixed-use on each side of FM 1103 should be changed to Commercial for a depth of 310' Green Valley Road on the north side of GVR west of FM 1103 designated Commercial should be changed to single-family FM 1103 — properties north of Turning Stone on each side of FM 1103 designated as mixed use should be changed to commercial Landmark Pointe/Mustang Valley — property north of these developments shown as Park, Open Space & Preserve should be changed to single-family Southwest comer FM 1103 and Weidner Road — property designated residential should be changed to Park, Open Space & Preserve Turning Stone — properties designated as mixed use in Turning Stone on each side of FM 1103 should be changed to single-family Motion was seconded by Commissioner Welch. For: All; Against: None. Motion carried 4 to 0. 13. Items for future agendas: Commissioner Scottland Roddy requested a review/discussion on sidewalk requirements for the City. 14. Adjournment: Commissioner Roddy moved to adjourn the meeting at 8:23 p.m. Motion was seconded by Commissioner Welch. For: All; Against: None. Motion carried 4 to 0.
