MINUTES A possible quorum of the City Council may attend the Street and Drainage meeting held at the City Municipal Building, 200 S. Main, Cibolo, Texas. 1. Call to Order —Meeting was called to order by Chairman Dunn at 6:05 a.m. 2. Roll Call Eric Allen Dunn Eddie Broadway — absent Valerie Michael Melvin Hicks Art Cummins Edward Weinstein — left at 6:30 p.m. Bud Boulter - absent 3. Invocation — Chairman called for a moment of silence. 4. Pledge of Allegiance — Chairman Dunn led the Pledge of Allegiance. 5. Citizens to be Heard: This is the opportunity for visitors and guests to address the Street & Drainage on any issue. Street & Drainage may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Street & Drainage Commission may present any factual response to items brought up by citizens. No citizens to be heard at this time. rA* 6. Approval of the minutes of the November 15, 2010 meeting. The November 15, 2010 meeting was cancelled for lack of a quorum. Discussion/Action on FM 1103 Expansion. Mark Luft Economic Development Director spoke to the Street & Drainage Commission on the FM 1103 Expansion. He explained that this was a twofold need for Cibolo one being the transportation and secondly the economic impact. Cibolo will need to justify, identify need and routes and start traffic counts. Mr. Luft stated there could be matching funds but the City will be competing with others for these grants. Down the line the City will be required to obtain right-of-ways. Mr. Melvin Hicks volunteered his services to help staff if help was needed. 8. Discussion/Action and review of the Ordinance establishing the Street & Drainage Commission. The Commission went over the Ordinance covering the Commission. City Secretary went over the meeting requirements and qualifications. Commission would like to bring this item back so they could have additional time to look over the ordinance. 9. Staff Updates: a. Drainage Work b. Street Repair Fire Chief/Public Works Director went over the numerous projects that the Street & Drainage Commission has accomplished in the past few months. 10. Adjournment. Commissioner Cummins motion to adjourn the meeting at 6:50 p.m. Motion was seconded by Commissioner Michael. For: All; Against: None. Motion carried. PASSED AND APPROVED THIS le DAY OF MARCH 2011.
