Min P&Z 3/13/2013"OrY OF CHOICE" PLANNING AND ZONING MEETING 200 S. Main, Cibolo, Texas 78108 March 13, 2013 6:30 P.M. A possible quorum of the City Council may attend the Planning and Zoning meeting. MINUTES Call to Order. Garth Coursen called the meeting to order at 6:30 pm. 2. Roll Call. Garth Coursen Bruce Winter Jim Doty Josh Welch Gabriel Felder Norma Mashburn -absent Tex Farnsworth- absent Steve Liparoto- Mayor Pro -Tem Karen Hale- Councilwoman Robert Stricker- DCDS Randy Anderson- Sr. Planner Sheila Edmondson- Asst. City Secretary 3. Moment of Silence. Garth Coursen led the moment of silence for citizens of Cibolo. 4. Pledge of Allegiance. All rose and recited the pledge of allegiance. 5. Citizens to be Heard: This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue. Planning and Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC 0169) (Limit of five minutes each). None at this time. 6. Approval of the minutes from the February 13, 2013 Planning and Zoning meeting. Josh Welch made a motion to approve the minutes from the February 13, 2013 Planning and Zoning meeting. Bruce Winter seconded the motion. All in favor, none opposed. Motion passed 4 to 0. Approval of the minutes from the February 20, 2013 Special Planning and Zoning meeting. Bruce Winter made a motion to approve the minutes from the February 20, 2013 Special Planning and Zoning meeting. Josh Welch seconded the motion. All in favor, none opposed. Motion passed 4 to 0. 8. Discussion, Action, & Recommendation to the Mayor and City Council regarding the Preliminary Plat of Cibolo Valley Ranch Unit 6C. Randy Anderson reported to the commission that this is the last plat for the Cibolo Valley Ranch subdivision. It was recently annexed into the city on February 26, 2013 by City Council. The City Engineer has approved this plat with the one condition that a note should be added to the plat with the following: Lot 49, Block 6 is a non-residential lot being an "HOA Park" with a twenty foot wide drainage easement and the maintenance of said park and drainage easement shall be the responsibility of the homeowner's association or their successors or assignees and not the responsibility of the city of Cibolo and/or Guadalupe county. Jim Doty made a motion to recommend to the City Council approval of the preliminary -plat of Cibolo Valley Ranch Unit 6C. Josh Welch seconded the motion. All in favor, none opposed. Motion passed 4 to 0. 9. UDC Updates, Discussion and Reports Randy Anderson explained to the commission that staff would like to keep this item on all future agendas. This will give the commission an opportunity to discuss any issues that might come up with the UDC. There will be issues that will arise and this will allow the commission to work on any issues in an efficient manner. Randy Anderson also thanked Garth Coursen and Jim Doty for all of their hard work on the UDC. 10. Staff Reports. Randy Anderson reminded the commission that the City Council appointed the Planning and Zoning commission as the CIP Advisory Committee. Staff will prepare a mid -year report for council in the upcoming weeks. Updates and adjustments will be made when necessary since the CIP list is a living document. 11. Items for future agendas. Add CIP Updates, Discussion and Reports to all future agendas. City Secretary and City Attorney will have an annual ethics meeting with all the committees and commissions. City Secretary will notify all committees of the time and date of this meeting. 12. Adjournment. Bruce Winter made a motion to adjourn the meeting. Josh Welch seconded the motion.
