Call to Order - Meeting was called to order by Chairman Pettit at 6:30 p.m.

3. Moment of Silence—Commissioner Pettit ask for a moment of silence.
4. Pledge of Allegiance — Pledge of Allegiance was recited by all that were present.
5. Citizens to be Heard:
This is the opportunity for visitors and guests to address the Planning and Zoning Commission on any issue.
Planning and Zoning Commission may not debate any non -agenda issue, nor may any action be taken on
any non -agenda issue at this time however the Planning and Zoning Commission may present any factual
response to items brought up by citizens.
Larry Carlton spoke to the Commission to let them know that he was one of the original members of the
Zoning Ordinance Advisory Committee and that there was no influence by City staff they worked with the
consultant and it took approximately eleven months. He stated he was very proud to have worked with this
dedicated group of citizens.
City Manager also spoke on the Zoning Ordinance Advisory Committee and how made up the committee.
6. Approval of the minutes from August 17, 2010 meeting.
This item was tabled until the next regular scheduled meeting.
7. Public Hearing
The Planning and Zoning Commission will hold a Public Hearing to hear public testimony concerning the
proposed update to the City of Cibolo's official Zoning Map.
Commissioner Pettit Opened the Public Hearing to hear testimony concerning the proposed update to the
City of Cibolo's official Zoning Map. No citizens spoke on property 62, 86, 25 54, 57 and 60.
Sheldon Edmondson of 209 Lakota Ct spoke on area 26 and that changing the zoning is this area would
make Buffalo Crossing an island and decrease the value of the homes in that subdivision.
Gary Woods, 771 FM 1103 spoke concerning area 36 & 37 and did not feel that changing the zoning in his
area served any purpose and wish to have the commission leave the zoning as presently established.
Kara Heasley of 341 Heasley Place spoke on area 42 and her concern was on new development and
drainage problems in the area.
Kevin Boggs also spoke on area 42 and felt that the City should be a moratorium on home building in this
area until the drainage issue was resolved.
Pat Cifelli, 209 Tumbeny spoke on area 50 and was concerned with new development, decrease market
value of their homes and noise and light problems from someone building near their home.

acres of this property and felt it should be zoned for single family residence.
Stan Shipman of 600 N. Main stated that his understanding was that staff was recommending that this area
be left as commercial and he and Mr. Hernandez his neighbor where in favor of that.
Commissioner Pettit closed the public healing at 6:54 p.m.
8. Discussion/Action/Recommendation to the City Council on the Preliminary Plat approval of
FM 1103 Industrial Park.
Commissioner Farnsworth moved to table this item. Motion was seconded by Commissioner
Coursen. For: All: Against: None. Motion carried.
9. Discussion/Action/Recommendation to the City Council on the Preliminary Plat approval of
Saddle Creek Ranch Unit 2C.
Commissioner Coursen moved to recommend to City Council the approval of the Preliminary Plat
of Saddle Creek Ranch Unit 2C. Motion was seconded by Commissioner Farnsworth. For: All;
Against: None. Motion carried.
10. Discussion/Action/Recommendation to the City Council on the City of Cibolo's official zoning
map.
Commissioner Farnsworth moved to recommend approval to the City Council the official Zoning
Map with the two amendments which are to change properties 73, 74 & 75 from SFl to C3 and to
split zone property 26 at the end of the Zengerle property in a east to west line. The front portion
at FM 1103 to that line will be Cl and the remaining portion of the property north of that line to be
SF2. Motion was seconded by Commissioner Coursen. For: All; Against: None. Motion carried.

Commissioner Coursen requested the minutes of the May 18`h, June 1 and July 2e be placed on
the next agenda for approval.
12. Adjournment
Commissioner Farnsworth moved to adjourn the meeting at 7:00 p.m. Motion was seconded by
Commissioner Welch. For: All; Against: None. Motion carried.
