THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING ON
TUESDAY,SEPTEMBER 23,1997 AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109 SOUTH MAIN
STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF BUSINESS:
I. CALL TO ORDER-
The
RDERThe meeting was called to order at 7:00 p.m.
II. ROLL CALL.
All Council members were present. Staff was represented by City Attorney Ron Flake,Keith Gilbreath&Claudia
Schneider
III. INVOCATION.
The Invocation was led by Bob Glisar
IV. PLEDGE OF ALLEGIANCE.
Pledge of Allegiance was led by Mayor Sam Bauder
V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH)
Fritz Schlather was present to propose that the council look at creating a subdivision ordinance for rural
development. A group of residents in the Green Valley area met on Thursday, Sept 18 to discuss the development
of this area. They would like it to stay a rural area with large lots developed.
County Commissioner Jim Wolverton stated they planned to start temporary road repairs to Dietz Rd,with yellow
striping on Oct. 2. This is just temporary til MPO Grant is funded. The Board will meet on Oct 6 to vote on
funding the grant. All the necessary votes have been obtained. The School District has given their support and he
will meet with the City of Schertz. The plans for where the sidewalks will go are needed by TXDOT. This was
left out on grant submittal. He also stated that the county is 100%for the large acreage tracts. They changed their
subdivision rules to one acre requirements for septic tanks. They will issue variances for 3/4 acre tracts on
individual basis.

IX. DISCUSSION/ACTION ON PROVIDING CITY WATER SERVICE TO ROYAL OAK
ACRES,UNIT 2, SUBDIVISION
CRWA plans to put their line in through Green Valley Rd. and needed to know where they could tie into Cibolo's
water system. If Royal Oak Acres is taken into our service district and install a master meter,this will enable
CRWA to connect there. CRWA needs the lowest pressure point to tie in to. This tie in will be the responsibility
of the developer to install the meters and by-pass,all at no cost to the city. Motion made by Bob Glisar, seconded
by Bert Johnson,approved
X. DISCUSSION/ACTION ON RECOMMENDATION FOR ROYAL OAK ACRES,UNIT 2,
SINGLE(COMBINED)PRELIMINARY AND FINAL PLAT APPROVAL
Corrections of Engineer's statement and statement on dedication of streets,alleys,parks,water courses,etc.
needs to read all water utilities should be dedicated to the City of Cibolo. Item#11 need correction as to
responsibility of maintenance of drainage easements in 100 year flood plain and it allows for access gates,if gates
are allowed then fences would be allowed,no obstructions are allowed in flood plain. Also 100 yr flood plain
needs to be designated on the plat. Motion for approval made by Bob Glisar,seconded by Gail Douglas,approved

Septic tanks were disapproved,no action needed on this.

UNIT 1,PRELIMINARY PLAT APPROVAL
Motion to approve Preliminary Plat, subject to corrections on main entrance width right of way,,made by Jeff

XII. COMMENTS BY COUNCIL MEMBERS
Gail Douglas commented that a group of students from Clemens High were observing the proceedings tonight
Bob Glisar was thrilled to hear the county is willing to bring their road requirement standards up to meet the city's.
Bert Johnson aked for clarification that the county was still willing to take on the MPO grant even if Schertz and
the school district were not willing to participate.He was advised they were.
Paul Buell asked about process of working on a Rural Subdivision Ordinance. Sam Bauder said the P&Z could
start on ordinance and get preliminary draft and then have a joint meeting with the council.
XIII. COMMENTS BY STAFF
Keith Gilbreath thanked the Council on behalf of all the staff on adopting the budget tonight and on the nice salary
increases that were included.
XIV. COMMENTS BY MAYOR
Mayor Sam Bauder said he was sorry some people felt differently than the decisions of tonight. He thanked the
P&Z on their contributions for the work done tonight. He thought work should be begun right away on a new
rural subdivision ordinance.
XV. ADJOURNMENT
Meeting was adjourned at 8:20 p.m.
