Min S&D 7/22/20130 rexns "City of Choice" STREETS & DRAINAGE COMMISS CIBOLO MUNICIPAL BUILDING 200 S. MAIN ST. July 22, 2013 6:15 P.M. A possible quorum of the City Council may attend the Street and Drainage meetings held at the City Municipal Building, 200 S. Main, Cibolo, Texas. Call to Order Allen Dunn called the meeting to order at 6:15 pm. 2. Roll Call Allen Dunn Jay Hogue Judy Parker Art Cummins Charlie Johnson -arrived 6:21 pm Brenda Kuehner-arrived 6:31 pm Eddie Broadway -absent Mayor Pro Tem- Steve Liparoto Councilman Melvin Hicks Councilman Larry Carlton arrived at 6:20 pm Tim Fousse-Public Works Director Patrick Donnelly- IT Sheila Edmondson- Asst. City Secretary 3. Moment of Silence Allen Dunn asked for a moment of silence. 4. Pledge of Allegiance All rose and recited the pledge of allegiance. 5. Citizens to be Heard: This is the opportunity for visitors and guests to address the Street and Drainage Commission on any issue. The Street & Drainage may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC 0169) (Limit of two minutes each). Christine Bousselot-917 Armour Drive was concerned about the additional traffic that Wal-Mart will bring to the area. She lives off of Bentwood Ranch and is concerned when taking a left onto Bentwood Ranch the corner of Borgfeld and Main St. will be backed up making it impossible for residents pull out onto Bentwood Ranch. Asked if a light was going to put up there to help with traffic. Daniel Cosner -248 W. Borgfeld Rd. -had questions on the drainage easements when the road gets widened. How does the city acquire the new easement needed for the widening. Also had questions about drainage area between his property and Sanjel. -^ 6 1~ Approval of the minutes of the June 17, 2013 meeting. Jay Hogue made a motion to approve the minutes from the June 17, 2013 meeting. Art Cummins seconded the motion. All in favor, none opposed. Motion passed 5-0. 7. Staff Updates/Discussion: 1. Green Valley Road Project Tim Fousse gave an update on the this project. This project is 100% complete except for the concrete around some of the mailboxes and the striping of the lanes. Striping will be done when Cibolo Valley Dr and Green Valley Drive is striped. 2. Deer Creek Blvd Concerns of homes having to back out of their driveways onto Deer Creek Blvd. Chief Cox and Tim Fousse are working on some solutions to help those citizens. Surveying needs to be done to determine if those solutions will be implemented. 3. Cibolo Valley Drive at Green Valley Road This project is a fairly substantial project. It will have traffic light and sensors on it to trigger the light change for the pedestrians or cross traffic to pass. This project was approx. 17 days delayed due to weather/rain. The ATT conflicts have been worked out. The estimated time of completion would be Aug 24, 2013. Two days prior to school starting. The contractors have been working weekends to complete project. 4. Bike Lanes on Bentwood Pass Council approved to have staff put in bike lanes on Bentwood Pass from Borgfeld Rd. to Cibolo Valley Drive. The sidewalks and crosswalks will have to be modified to have the bike lanes installed. Staff has the funding to start this project and staff will do the work. 5. Drainage areas for potential projects 8. Discussion and recommendation on streets being considered for maintenance projects for 2014. Tim Fousse combined item 7.5 and item 8 with a power point to show areas needed attention for 2014. The budget process identifies the projects that have highest priority. Areas identified are in Deer Creek subdivision. Erosion, silt deposits, and the designs of the current drainage are some of the challenges staff is facing. Street and road repairs and resurfacing of some of the streets in Cibolo are also on the project list. 9. Discussion and recommendation to council on the City's Residential Traffic Management Program (Speed Humps and Calming Devices) for the City. This item tabled for next month. 10. Items requested by the members to be placed on future agendas. Councilmen Melvin Hicks and Larry Carlton thanked the committee for volunteering their time and effort into making the City of Cibolo a better place to live. Status of Green Valley Rd -east of CVD and west of FM 1103. Item 9. -City Residential Traffic Management Program (Speed humps and calming devices). 11. Adjournment. Charlie Johnson made a motion to adjourn the meeting. Brenda Kuehner seconded the motion. All in favor, none opposed. Motion passed 6 to 0. Meeting adjourned at 7:55 pm.
