Min P&E 11/7/2012PARKS & RECREATION MEETING 200 S. Main, Cibolo, Texas 78108 November 7, 2012 6:00 P.M. A possible quorum of the City Council may attend the Parks & Recreation meeting. MINUTES Call to Order. Jennifer Schultes called the meeting to order at 6:00 pm. 2. Roll Call. Jennifer Schultes Stosh Boyle Michael LaMonica Meghan Bailey Ed Weinstein Carl McMichael -absent Shannon Wright -absent Steve Liparoto-Mayor Pro -Tem Tim Fousse- Public Works Director Sheila Edmondson -Asst. City Secretary 3. Moment of Silence. Jennifer Schultes led a moment of silence. 4. Pledge of Allegiance. All stood for the pledge of allegiance. 5. Citizens to be Heard: This is the opportunity for visitors and guests to address the Parks and Recreation Commission on any issue. Parks and Recreation Commission Council may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Parks and Recreation Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC 0169) (Limit of five minutes each). None at this time. 6. Approval/Disapproval of the Minutes from the September 5, 2012 meeting. There was a discussion on the times listed on these minutes. Commission wanted to research the times from their notes at the last meeting. Meghan Bailey made a motion to table the minutes until they can be confirmed. Ed Weinstein seconded the motion. All in favor, none opposed. Motion passed 5 to 0. Discussion/Action and recommendation to City Council on Project that could be accomplished by Boy Scouts trying to obtain the Eagle Scout Award. Stosh Boyle and Tim Fousse discussed the list of possible projects. The commission brain -stormed with several ideas. Jennifer Schultes wanted each member to come up with 3 of their top ideas for this list. The committee will discuss this topic in the December meeting and finalize the project list. 8. Discussion/Action on Frisbee Golf in Schlather Park Tim Fousse gave an update to the commission. Tom Frost of Frost Bank has met with Tim Fousse on this project and is excited to help get this project going. Tom Frost in an avid Frisbee golf advocate. His involvement is appreciated and the commission looks forward to working with Tom Frost. 9. Discussion and Staff Update on Niemietz, Rich, Veterans and Schlather Parks. Niemietz Park -Staff has worked on the volleyball court, improving the fence around the baseball field, dug outs and other projects around the park. Staff will be working on improving the walking trails. Veteran's Park —The light fixture that lights up the flag was out. It has been fixed and the flag is being flown. The practice field area will be mowed and filled with sand to even out the surface. This park is utilized by many families with small children. Schlather Park -The There have been ATV and off road vehicles driving through this park illegally. Staff plans to put large stones in that access area to deter those who are using the park illegally. There will be trees that will be replaced by landscaper. They are still under warranty. 10. Item for future agenda. Commission would like a list of which parks are open and which are exclusive, to include HOA parks. Discuss absenteeism. Work on Scout Project list, prepare to recommend to City Council. 11. Adjournment. Meghan Bailey made a motion to adjourn the meeting. Ed Weinstein seconded the motion. All in favor, none opposed. Motion passed 5 to 0. Meeting adjourned at 7:10 pm.
