Min P&R 2/11/2013Of C/O 2 O 4 O tEN�s "CIN OF CHOICE" PARKS & RECREATION MEETING 200 S. Main, Cibolo, Texas 78108 February 11, 2013 6:00 P.M. A possible quorum of the City Council may attend the Parks & Recreation meeting. MINUTES 1. Call to Order—The meeting was called to order at 6:05pm by Chairman Schultes. 2. Roll Call — The following members were present: Jennifer Schultes, Jennifer Stevenson, Stan Boyle, Michael LaMonica, Ed Weinstein and Meghan Bailey. Staff Member Present: City Secretary Peggy Cimics and Public Works Director Tim Fousse. 3. Moment of Silence — The Chairman requested a Moment of Silence. 4.. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard: This is the opportunity for visitors and guests to address the Parks and Recreation Commission on any issue. Parks and Recreation Commission Council may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Parks and Recreation Commission may present any factual response to items brought up by citizens. —None at this time. 6. A. Approval/ Disapproval of the Minutes from the January 2, 2013 meeting. Mr. Weinstein moved to approve the minutes of 1-2-13 meeting. Motion was seconded by Mr. Boyle. For: All; Against: None. Motion carried 5 to 0. B. Approval/ Disapproval of the Minutes from the November 7, 2012 meeting. Mr. Boyle moved to approve the minutes of the 11-7-12 meeting. Motion was seconded by Mr. Weinstein. For: All; Against: None. Motion carried 5 to 0. Discussion on Park Land/green space and possible land coming into the City to be used for City Parks. A map was handed out to the Parks Commission and they addressed a few areas especially the walking trails and bike routes. A new map will be provided to the Parks Commission either at the meeting in March or April. 8. Discussion on a Skate Park/Dog Park in the City of Cibolo. Mr. Del Rio was assigned to bring back information on the Skate Park and he was not available at this meeting to give his report. This will be discussed at the next meeting. Mr. Boyle gave a briefing to the group on information he. obtained on building a Dog Park in Cibolo.. Both pros and cons were discussed. The Parks Commission had a very good discussion as to what they would.like to see to include: cleaning of the park and maintenance, shade, water, fence, leash or off -leash Park, children in the park and locations available in the City. Mr. Boyle will try to bring in a guest speaker to the next meeting to give the group more information on how another city started their doggy park and what we might want to look at if this is the direction the Parks Commission wishes to focus on. 9. Staff Update on Niemietz, Rich, Veterans and Schlather Parks. Public Works Director Mr. Fousse gave the Parks Commission an update on all the City Parks. Niemietz Park: Lift Station at Niemietz Park was revamp and that project is completed. The pavilion at Niemietz was given a heavy cleaning. Ball fields will be reseeded getting ready for softball and baseball season. Volleyball court has been completed. Rich and Veterans Parks receiving regular maintenance. Schlather Park has been cleaned up, trees removed and underbrush cleared. Looking at adding two more parking areas to the Park — 1. At Borgfeld Road one off of FM 1103 (working with TXDot). Frisbee Golf tees should be installed soon and once up and running will have a soft and grand opening. Parks Commission very interested in being involved in this event. 10. Items for future agenda. The Chairman requested that at the next meeting they discuss the Parks Commission Goals and Priorities. Both the Skate Park and Dog Park will be discussed again with a possible speaker on the Dog Park. Memorial Day Event at Veteran Park will be discussed as will updating the Scouting Document. 11. Adjournment. Mr. Boyle moved to adjourn the meeting at 7:23pm. Motion was seconded by Ms. Bailey. For: All; Against: None. Motion carried 5 to 0. PASSED AND APPROVED THIS 6T" DAY OF MARCH 2013.
