MINUTES OF CITY COUNCIL MEETING
THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING ON
TUESDAY,OCTOBER 28,1997 AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109 SOUTH
MAIN STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF BUSINESS:
I. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at
II. ROLL CALL.
Present were Mayor Bauder,and Councilmen Bob Glisar,Bert Johnson,and Chuck Ridge,and
Councilwoman Gail Douglas.
Staff was represented by City Attorney Ron Flake,Chief of Police Wes Suiter,City Administrator Tom
Newman,Code Compliance Officer Keith Gilbreath.
Ill. INVOCATION.
Bob Glisar provided the invocation.
IV. PLEDGE OF ALLEGIANCE.
Mayor Bauder led the pledge.
V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH)
1. Mr.Gene Schultz represented his aunt,Ms.Velma Schultz of 213 S.Main(also present),to inform
Council of drainage problems created by construction of two new houses that blocked the bar ditches
without installing culverts,forcing water to flood Ms. Schultz's property.
2. Mr.Mark Buell,Chairman of the Parks&Recreation Commission,reported the most successful
Cibolofest yet,clearing approximately$4000. Plans already forming for 1998. Commission will now focus
on pavilion and grant for park improvement.

B.APPROVAL OF MINUTES OF OCTOBER 14,1997
Bob Glisar motioned for approval,Chuck Ridge seconded. Approved.
VII. DISCUSSION/ACTION TO CONSIDER MR.PHILIP BRADSHAW FOR
APPOINTMENT TO CIBOLO PLANNING AND ZONING COMMISSION
Bob Glisar motioned to ratify Mr.Bradshaw to the City of Cibolo Planning&Zoning Commission,Gail
Douglas seconded. Approved.
VIII. DISCUSSION/ACTION ON RESOLUTION TO PARTICIPATE IN INTERLOCAL
AGREEMENT TO SUPPORT GUADALUPE COUNTY DIETZ ROAD
IMPROVEMENT PROJECT
Chuck Ridge motioned to resolve to participate in an interlocal agreement with Guadalupe County for the
improvement of Dietz Road. Bert Johnson seconded. Approved.

IX. DISCUSSION/ACTION TO AUTHORIZE MAYOR SAM BAUDER AND DIRECTOR
OF PUBLIC SAFETY WES SUITER TO REVIEW BIDS FOR CIBOLO POLICE CAR
PURCHASE, SELECT BEST BID,AND ORDER CAR
Bob Glisar motioned to authorize Mayor Bauder and Chief of Police Wes Suiter to review and act on the
bids for a new police squad,Gail Douglas seconded. Approved.
X. DISCUSSION/ACTION TO REVIEW NOMINEES AND CAST VOTES FOR
GUADALUPE APPRAISAL DISTRICT BOARD OF DIRECTORS
Council elected to spit their 30 votes between the two candidates residing in Cibolo. Gail Douglas
motioned to allot 15 votes for David Sippel and 15 votes for Sylvia Schlather;seconded by Chuck Ridge.
Approved.
XI. DISCUSSION/ACTION TO REVIEW NOMINEES AND CAST VOTES FOR
RANDOLPH METROCOM CHAMBER OF COMMERCE BOARD OF DIRECTORS
Discussion focused on Fred Molter. Bob Glisar motioned to vote for Mr.Molter;Chuck Ridge seconded.
Approved.
XII. DISCUSSION/ACTION TO ASSIGN CIBOLO WASTE DISPOSAL CONTRACT
FROM ALAMO WASTE,INC.TO USA WASTE OF SAN ANTONIO
Alamo Waste was sold to USA Waste of San Antonio,and has requested to assign Cibolo's existing
contract under the same terms for its remaining one year period. Gail Douglas motioned to assign the
contract to USA Waste,Bob Glisar seconded. Approved.
XIII. DISCUSSION ON SEWER SYSTEM DEVELOPMENT PLAN
Tom Newman reported on his meeting with Mr.Dennis of CCMA. In the past,CCMA has only provided
wastewater transport and treatment,not collection. Collection systems are owned and developed by the
municipalities. Expansion is generally accomplished by developers who are required to connect to the
system,but their financial burden is eased by trading impact fees for the cost of construction. If impact fees
are insufficient to cover the cost,either the developer or the municipality must cover the difference.
Examination shows that Cibolo is already collecting impact fees for the development of a line up Town
Creek,so that would have to be adjusted in any arrangement with CCMA to construct that line. Ron Flake
suggested Cibolo develop an overall sewer plan that will provide both for the development of areas where
sewer is not available,and existing City areas that are not currently on sewer. Tom Newman expressed his
concern that if an ordinance or stipulation specifies allowing something,it becomes very difficult to justify
denying it. The existing ordinance already allows the City to accept any variation the City feels is
beneficial. Council recognized the need for coordination with CCMA to develop a sewer infrastructure,and
advised passing any pertinent information to P&Z
XIV. DISCUSSION/ACTION ON REGULAR COUNCIL MEETING FOR 11/11/97
Council discussed rescheduling the regular City Council Meeting due to November 11 being a federal
holiday. Council decided to leave the meeting as scheduled,with the option of rescheduling the staff s
holiday if desired.
XV. COMMENTS BY COUNCIL MEMBERS
Gail Douglas inquired if Schertz had ever been paid for the 1987 sewer line repair at Dietz Road. Tom
Newman reported that he would meet with Mr.Kerry Sweatt on that issue on 10/29/97. His research
indicates that Cibolo has already paid its entire commitment to Shertz,but he would be seeking a final
resolution that was acceptable to both sides.
XVI. COMMENTS BY STAFF
Tom Newman reported that the City pay period adjustment was done,and Kirk Timke's last work day
would be 10/30/97. Letters to Editors were sent to The Seguin Gazette,the Herald,and the NE Sun to
correct any misperceptions by our citizens based on what the papers reported regarding the City's
involvement in the Dietz Road project. A letter was sent to Green Valley SUD rejecting a water rate
increase due to it not being included in our budget process,and the lack of a cost study showing the need.
Tom Newman will attend training on election requirements,and other training will be planned for each of
the Public Works employees to attain their required D-licenses,and to prepare the Administrative Assistant
to handle Court requirements. City is exploring a joint effort with the VFD to certify one of the volunteers
to do fire inspections,and they will do City inspections in the future.
Wes Suiter informed Council that he had received 21 employment applications and expects to have a good
choice.
Keith Gilbreath reported radios have been installed in the vehicles,and some minor antenna problems have
been solved. The new system has a great range and is working very well.
XVII. COMMENTS BY MAYOR
Mayor Bauder requested the City Administrator to publish the Council's meeting packets by Friday of the
preceding week.
